Governor Granholm Appoints Six Members to Certificate of Need Commission

Governor Jennifer M. Granholm today announced the appointments of Dr. Peter Ajluni, Richard Breon, Norma Hagenow, Jean Landerville, Dr. Michael Sandler, and Dr. Michael Young to the Certificate of Need Commission. The Commission is housed in the Department of Community Health and is a state regulatory program intended to balance cost, quality, and access issues to ensure that only needed health care services and facilities are developed.

“The Certificate of Need Commission is critically important to the development of health care in Michigan,” Granholm said. “It’s vital that our Commission be composed of the most qualified and effective people in the health care field. These appointments reflect that quality and excellence. These six individuals will make it a priority to continue to successfully and wisely move our health care system forward.”

A Certificate of Need must be obtained by any organization seeking to increase or reallocate the number of licensed health care beds in Michigan. A Certificate of Need is also required when capital expenditure projects involve a health care facility.

“This group of individuals represents a broad spectrum of perspectives from the health care industry,” Granholm said.

There are eight appointments available on the Certificate of Need Commission.

Two, Renee Turner-Bailey and James Maitland, are incumbents who were re-appointed on March 31. The remaining six positions were added to the Commission due to new legislation that went into effect on March 31. The new positions require:

  • Two individuals representing hospitals
  • One individual representing physicians
  • One individual representing osteopathic physicians
  • One physician representing school of medicine or osteopathic medicine
  • One individual representing nursing homes.
