Governor Granholm Makes Appointments, Reappointments

LANSING – Governor Jennifer M. Granholm today announced the following appointments and reappointments to the Michigan Statewide Independent Living Council, the Public Safety Communications System Advisory Board, the Board of Health and Safety Compliance and Appeals, and the Michigan Daily Committee:

Michigan Statewide Independent Living Council

Norma T. Bauer of Lansing, employment specialist with Peckham, Inc.  Ms. Bauer is appointed to represent persons with disabilities for a term expiring October 14, 2008.  She succeeds Chencikia L. Montgomery whose term has expired.

Kristine E. Copeland of Livonia, volunteer.  Ms. Copeland is appointed to represent parents and guardians of individuals with disabilities for a term expiring October 14, 2008.  She succeeds William B. Milzarski whose term has expired.

Katherine S. Ellis of Berrien Springs, executive director of Community Connections of Southwest Michigan.  Ms. Ellis is appointed to represent centers for independent living for a term expiring October 14, 2007.  She succeeds Mara M. Letica whose term has expired. 

Gary R. Goosman of Allendale, student at Grand Valley State University.  Mr. Goosman is appointed to represent persons with disabilities for a term expiring October 14, 2008.  He succeeds Holly Miles whose term has expired. 

Tom M. Masseau, Jr. of Lansing, director of government and media relations with Michigan Protection & Advocacy Service, Inc.  Mr. Masseau is appointed to represent advocates of and for individuals with disabilities for a term expiring October 14, 2008.  He succeeds Melissa J. Strope-Davert whose term has expired. 

Diana S. Miller of Benton Harbor, volunteer.  Ms. Miller is appointed to represent persons with disabilities for a term expiring October 14, 2007.  She succeeds Robert W. Gillette whose term has expired. 

James W. Moore of Traverse City, executive director of the Northern Michigan Alliance for Independent Living.  Mr. Moore is appointed to represent directors of centers for independent living for a term expiring October 14, 2007.  He succeeds Robert J. DeVary whose term has expired. 

Linda L. Potter of East Lansing, executive director of United Cerebral Palsy of Michigan.  Ms. Potter is appointed to represent organizations that provide services for individuals with disabilities for a term expiring October 14, 2008.  She succeeds J. Michael Zelley whose term has expired. 

Charis A. Austin of Wyoming, client advocate for the Association for the Blind and Visually Impaired.  Ms. Austin is reappointed to represent advocates of and for individuals with disabilities for a term expiring October 14, 2008.

Barbara A. Barton of Kalamazoo, assistant professor with the Western Michigan University School of Social Work.  Ms. Barton is reappointed to represent persons with disabilities for a term expiring October 14, 2007.

Laval Todd Duncan of Detroit, senior lecturer at Wayne State University.  Mr. Duncan is reappointed to represent persons with disabilities for a term expiring October 14, 2008.

Patricia M. Hanley of DeWitt, professor at Lansing Community College.  Ms. Hanley is reappointed to represent persons with disabilities for a term expiring October 14, 2007.

Merrilee Hill-Kennedy of Big Rapids, volunteer.  Ms. Hill-Kennedy is reappointed to represent persons with disabilities for a term expiring October 14, 2007.

Kathryn W. Wyeth of Eagle Harbor, associate director of the Michigan Disability Rights Coalition.  Ms. Wyeth is reappointed to represent advocates of and for individuals with disabilities for a term expiring October 14, 2008.

Dona J. Wishart of Gaylord, assistant director of the Otsego County Commission on Aging.  Ms. Wishart is reappointed to represent advocates of and for individuals with disabilities for a term expiring October 14, 2007.

The Michigan Statewide Independent Living Council represents the interests of people with disabilities across Michigan.  The council collaborates with the Michigan Commission for the Blind and Michigan Rehabilitation Services to develop and submit the State Plan for Independent Living.  The council also monitors, evaluates, and reports on implementation of the plan.

These appointments and reappointments are not subject to disapproval by the Michigan Senate.

Public Safety Communications System Advisory Board

Brenda Ice of Livonia, interim director of homeland security for the city of Detroit.  Ms. Ice is appointed to represent local emergency first responders for a term expiring April 30, 2008.  She succeeds Shelby Slater who has resigned.

James P. Buford of Detroit, director of the Wayne County Department of Homeland Security and Emergency Management.  Mr. Buford is reappointed to represent local emergency first responders for a term expiring April 30, 2010.

William J. Dwyer of Farmington Hills, chief of police for the Farmington Hills Police Department.  Chief Dwyer is reappointed to represent local emergency first responders for a term expiring April 30, 2010.

James D. Reed of Howell, fire chief for the Howell Area Fire Department.  Chief Reed is reappointed to represent local emergency first responders for a term expiring April 30, 2010.

Governor Granholm also designated Colonel Peter C. Munoz, director of the Michigan State Police, to serve as chairperson of the board for a term expiring April 30, 2007.
The Michigan Public Safety Communications System is Michigan’s 800 MHz radio system and telecommunications network.  The Michigan Public Safety Communication System Advisory Board adopts procedures governing the organization and operations of the communications system.

These appointments and reappointments are not subject to disapproval by the Michigan Senate.

Board of Health and Safety Compliance and Appeals

The Honorable Leopold P. Borrello of Saginaw, retired judge of the Tenth Judicial Circuit.  Judge Borrello is appointed to represent the general public for a term expiring March 18, 2007.  He succeeds Edward Ratzenberger whose term has expired.

Sam T. Hart of Mt. Pleasant, retired business manager and general vice president of the International Union of Operating Engineers.  Mr. Hart is reappointed to represent labor and construction for a term expiring March 18, 2008.

The Board of Health and Safety Compliance and Appeals reviews all contested MIOSHA cases including safety and health citations, orders, and appeals.  The board may order testimony at hearings, compel witnesses, or require depositions, and further promulgates the rules of procedure for hearings maintaining consistency with any federal occupational safety or health standard.

This appointment and reappointment are subject to Section 6 of Article V of the Michigan State Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

Michigan Dairy Committee

Bryan D. Hull of Fenwick, owner of Hull’s Dairy Farm.  Mr. Hull is appointed to represent the Dairy Farmers of America for a term expiring December 31, 2008.  He succeeds Edward J. Hanenburg whose term has expired. 

Kenneth P. Nobis of St. John’s, partner with Nobis Dairy Farms.  Mr. Nobis is appointed to represent the Michigan Milk Producers Association for a term expiring December 31, 2006.  He succeeds Wayne U. Bancroft who has resigned. 

Harold Cnossen of Falmouth, co-owner and operator of Prosperous Farms.  Mr. Cnossen is reappointed to represent the Michigan Milk Producers Association for a term expiring December 31, 2008.

Earl A. Horning of Manchester, owner of Horning Farms.  Mr. Horning is reappointed to represent the Michigan Milk Producers Association for a term expiring December 31, 2008.

Elwood C. Kirkpatrick of Kinde, president of the Michigan Milk Producers Association.  Mr. Kirkpatrick is reappointed to represent the Michigan Milk Producers Association for a term expiring December 31, 2008.

Dwight H. Nash of Elsie, owner and operator of Nash Dairy.  Mr. Nash is reappointed to represent the Dairy Farmers of America for a term expiring December 31, 2008.

The Michigan Dairy Marketing Program Committee focuses on research and promotion of the dairy market within Michigan
