Governor Granholm Makes Appointments, Reappointments

LANSING – Governor Jennifer M. Granholm today announced the following appointments and reappointments to the Early Childhood Investment Corporation, the Natural Resources Commission, the Michigan Natural Resources Trust Fund Board, the Underwater Salvage and Preserve Committee, the Board of Architects, the Board of Forensic Polygraph Examiners, the State Transportation Commission, the Michigan State Waterways Commission, the Commission of Agriculture, the Michigan Beef Marketing Program Commission, and the Michigan Plum Advisory Board:

Michigan Early Childhood Investment Corporation (ECIC)

Carolyn Clark of West Bloomfield, office administrator for Michigan AFSCME Council 25.  Ms. Clark is appointed to the ECIC Executive Committee for a term expiring July 22, 2010.  She succeeds Gina Poma whose term has expired.

Sally A. Vaughn, Ph.D. of Northville, superintendent of the Livingston Educational Service Agency.  Dr. Vaughn is reappointed to the ECIC Executive Committee for a term expiring July 22, 2010.

The Michigan Early Childhood Investment Corporation is charged with establishing standards and guidelines for early childhood development activities to be implemented throughout the state in partnership with local intermediate school districts.

These appointments are not subject to disapproval by the Michigan Senate.

Natural Resources Commission

Rev. Hurley J. Coleman, Jr. of Saginaw, pastor of Greater Coleman Temple of God in Christ.  Rev. Coleman is appointed to represent Democrats for a term expiring December 31, 2010.  He succeeds Robert J. Garner whose term will expire December 31, 2006.

John M. Madigan of Munising, owner of Munising Hardware Company.  Mr. Madigan is reappointed to represent Republicans for a term expiring December 31, 2010.

The Natural Resources Commission establishes general policies for the Michigan Department of Natural Resources and hires the department’s director.  Voter adoption of Proposal G in November 1996 vests exclusive authority in the commission to regulate the taking of game.

Michigan Natural Resources Trust Fund Board

Robert J. Garner of Cadillac.  Mr. Garner is appointed to represent the general public for a term expiring October 1, 2009.  He succeeds Keith Charters who has resigned.

Marvin Samuel Washington of West Bloomfield, executive director of Michigan United Conservation Clubs.  Mr. Washington is reappointed to represent the general public for a term expiring October 1, 2010.

The Natural Resources Trust Fund Board is responsible for the acquisition of lands for resource protection and public outdoor recreation.  The board determines which lands, and rights in land within the state, should be acquired and which public recreation facilities should be developed with money from the trust fund.  Each year in January, the board submits to the Legislature a list of those lands, rights in land, and public recreation facilities that the board has determined should be acquired or developed with trust fund money, complied in order of priority.

Underwater Salvage and Preserve Committee

Gregory D. MacMaster of Traverse City, chief meteorologist for WPBN-WTOM 7&4 News.  Mr. MacMaster is appointed to represent the general public for a term expiring August 17, 2007.

The Underwater Salvage and Preserve Committee advises the Departments of History, Arts, and Libraries and Environmental Quality on the responsibilities associated with maintaining Michigan’s 13 underwater preserves.  The committee also makes recommendations on the creation and boundaries of Great Lakes underwater preserves, reviews applications for underwater salvage permits, makes recommendations on issuing permits, and provides input regarding the charging of permit fees and the appropriate use of revenue generated.

Board of Architects

Catherine M. DeDecker of Washington, associate and branch office manager for Spalding DeDecker Associates.  Ms. DeDecker is appointed to represent the Board of Land Surveyors for a term expiring September 30, 2009.  She succeeds Lori Beyer whose term has expired.

The Board of Architects provides for the registration of persons practicing architecture, sets qualifications for registration, and prescribes penalties.

Board of Forensic Polygraph Examiners

Robert J. Dykstra of Marysville, detective for the Michigan State Police Polygraph Unit in Northville.  Detective Lieutenant Dykstra is appointed to represent public examiners for a term expiring May 15, 2009.  He succeeds Amado Arceo who has resigned.

The State Board of Forensic Polygraph Examiners is responsible for the certification of forensic polygraph examiners of the state.

State Transportation Commission

Linda Atkinson of Channing, partner with Nelson, Petruska, Atkinson & Hart, P.C. law firm.  Ms. Atkinson is reappointed to represent Democrats for a term expiring December 21, 2009.

Vincent Brennan of Grosse Pointe Park, vice president of Everest Energy.  Mr. Brennan is appointed to represent Independents for a term expiring December 21, 2009. 

The State Transportation Commission, a bipartisan entity, establishes policies for the Michigan Department of Transportation, the department’s programs and facilities, and other public works of the state, as provided by law.  Responsibilities of the commission include the development and implementation of comprehensive transportation plans for the entire state, providing professional and technical assistance, and overseeing the administration of state and federal funds allocated for these programs. 

Michigan State Waterways Commission

Curtis A. Hertel, Sr. of Grosse Pointe Woods, executive director of the Detroit/Wayne County Port Authority.  Mr. Hertel is reappointed for a term expiring September 18, 2009.

Janet M. Mansfield of Alpena, office manager of Louis Motor Sales, Inc.  Ms. Mansfield is reappointed for a term expiring September 18, 2009.

Carol B. Oakley of Trenton.  Ms. Oakley is reappointed for a term expiring September 18, 2009.

The Michigan State Waterways Commission is responsible for the acquisition, construction, and the maintenance of recreational harbors, channels, docking and launching facilities; and the administration of the commercial docks in the Straits of Mackinac.

Commission of Agriculture

James E. Byrum of Onondaga, president of the Michigan Agri-Business Association.  Mr. Byrum is reappointed to represent Democrats for a term expiring December 31, 2010

Commission of Agriculture, a bipartisan entity, provides oversight and executive direction for the programs administered by the Michigan Department of Agriculture.  The commission is also responsible for approving all rules and regulations promulgated by the department.

Michigan Beef Marketing Program Committee

Timothy L. Andrews of Sault Saint Marie, owner of Andrews Beef Farm.  Mr. Andrews is appointed to represent cattle growers for a term expiring May 31, 2009.  He succeeds Clarence Wilbur whose term has expired.

Daniel M. Javor of Hastings, member of Burdock Hill Dairy LLC.  Mr. Javor is reappointed to represent dairy farmers for a term expiring May 31, 2009.

Dale R. Oeschger of Bay Port, owner of Lindale Farms.  Mr. Oeschger is reappointed to represent cattle feders for a term expiring May 31, 2009.

Michigan Plum Advisory Board

Gary R. Frederickson of Northport, owner of Frederickson Farm.  Mr. Frederickson is reappointed to represent growers from northern Michigan for a term expiring July 1, 2009.

Nels W. Nyblad of Casnovia, secretary and treasurer of Nyblad Orchards, Inc.  Mr. Nyblad is reappointed to represent at-large growers for a term expiring July 1, 2009.

The Michigan Plum Advisory Board is responsible for creating and supporting greater marketing opportunities for the state’s plum industry through advertising, promotion, and research.

These appointments are subject to Section 6 of Article V of the Michigan State Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.
