Governor Granholm Announces Appointments

LANSING - Governor Jennifer M. Granholm today announced the following recent appointments and reappointments:

Council for Labor and Economic Growth

Michael Evangelista of Farmington Hills, owner and treasurer of Tony Angelo Cement Construction Company, is appointed to represent business for a term expiring April 30, 2012.  He succeeds David A. Binkley who has resigned.

Eric R. Gilbertson, J.D. of Bay City, president of Saginaw Valley State University, is appointed to represent individuals and organizations that have experience in the delivery of workforce development activities for a term expiring April 30, 2012.  He succeeds Juan E. Mestas who has resigned.

Derick W. Adams of West Bloomfield, vice president of human resources for Amerisure Mutual Insurance Company, is reappointed to represent business for a term expiring April 30, 2012.

Paul W. Arsenault of Ishpeming, president of Concepts Consulting, is reappointed to represent business for a term expiring April 30, 2012. 

Lloyd G. Bingman, Ph.D. of Okemos, workforce development coordinator, is reappointed to represent additional members for a term expiring April 30, 2012.

Thomas L. Hickner of Bay City, Bay County Executive, is reappointed to represent chief elected officials for a term expiring April 30, 2012.

Eleanor M. Josaitis of Detroit, CEO and co-founder of Focus Hope, is reappointed to represent individuals and organizations that have experience and expertise in the delivery of workforce investment activities for a term expiring April 30, 2012.

Francis P. Lopez of Howell, chairman and CEO of AZTEC Manufacturing Corporation, is reappointed to represent business for a term expiring April 30, 2012.

Michael T. Schmidt of Huntington Woods, contributions director of education for Ford Motor Company, is reappointed to represent business for a term expiring April 30, 2012.

John D. Van Wyck of Muskegon, state director of external communication for Verizon, is reappointed to represent business for a term expiring April 30, 2012.

Lynn R. Zuellig of Frankenmuth, director of hospice for the Lutheran Home Care Agency, is reappointed to represent business for a term expiring April 30, 2012.

The Council for Labor and Economic Growth serves as the state's workforce investment board required under Section 111 of the Federal Workforce Investment Act of 1998.  Additionally, the council is charged with assessing trends and issues, developing strategies, and acting as an ongoing strategic advising body that encourages and stimulates innovative public and private responses to workforce challenges.  Members work to develop policies and help implement programs that shape a flexible 21st century workforce that meets the needs of Michigan's businesses and allows them to successfully compete in the global marketplace today and in the future.  The council is an action-oriented board with the ability to not only recommend changes but to ensure their implementation. 

These appointments and reappointments are not subject to disapproval by the Michigan Senate.

Michigan Tax Tribunal

Victoria L. Enyart of St. Johns, president of VLE Appraisal Services, Inc., is appointed to represent certified level IV assessors for a term expiring June 30, 2012.  She succeeds Sherry A. Lee who has resigned.

The Tax Tribunal hears appeals from taxpayers who are aggrieved by ad valorem property tax assessments, special assessments, equalization, allocation, and apportionment under the general property tax laws.  The tribunal also has jurisdiction over determinations issued by the Department of Treasury concerning income tax; sales, use, and withholding taxes; single business tax; motor fuel tax; and intangible and inheritance taxes.

This appointment is subject to Section 6 of Article V of the Michigan State Constitution of 1963.  It stands confirmed unless disapproved by the Michigan Senate within 60 days.

State Construction Code Commission                                                                               

William R. Benoit, Jr. of Rochester, building director and fire chief of the Charter Township of Oakland, is appointed to represent municipal building inspectors for a term expiring January 31, 2011.  He succeeds Dale G. Stevens who has resigned.

The State Construction Code Commission prepares and promulgates the state construction code that governs the construction, use, and occupation of buildings and structures.  The commission is also charged with adding, amending, and/or rescinding rules to update the code at least once every three years in order to coincide with the national code change cycle.

This appointment is subject to Article V, Section 6 of the Michigan State Constitution of 1963.  It stands confirmed unless disapproved by the Senate within 60 days.

Electrical Administrative Board

Mark A. Bauer of Bay City, director of membership development with IBEW Local 692, is reappointed to represent master electricians serving as a supervisor for a term expiring August 10, 2011.   

Ernest A. Harju of Champion, consultant at UP Engineering and Architects, is reappointed to represent electrical journeymen for a term expiring August 10, 2011. 

Joseph F. Reyes of Fraser, president and CEO of Integrated Media Technologies, Inc., also known as Integrated Power, is reappointed to represent electrical parts distributors for a term expiring August 10, 2011.   

The Electrical Administrative Board, in addition to the inspection of wiring and its installation, establishes fees for inspection and appoints inspectors. These reappointments are subject to Article V, Section 6 of the Michigan State Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.

Elevator Safety Board

Eric P. Thomas of Flint, president of Miscellaneous Records, Inc., is appointed to represent the general public for a term expiring July 22, 2010.  He succeeds Joseph T. Franz who has resigned.

Patrick J. Carroll of South Lyon, project manager for Otis Elevator Company, is reappointed to represent elevator manufacturers for a term expiring July 22, 2011.

Steven C. Lindsay of Lansing, lead loss control consultant for Citizens Insurance Company, is reappointed to represent insurance companies that are authorized to insure elevators for a term expiring July 22, 2011. 

The Elevator Safety Board responsibilities include the promulgation of rules, preparation of examinations, and issuance of elevator contractor licenses. These appointments are subject to Article V, Section 6 of the Michigan State Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.

Michigan Law Enforcement Officer Memorial Monument Fund Commission

Kathy Cole of Holt, administrative assistant for Ingham County Sheriff's Office, is reappointed to represent survivors of an officer of a county sheriff's department killed while on duty for a term expiring June 30, 2012.

Linda J. Emmert of Omena, chapter director of Michigan Concerns of Police Survivors, is reappointed to represent survivors of an officer killed while on duty who served a municipal police department with a population of 500,000 or less for a term expiring June 30, 2012.

Diane Philpot of Brownstown, president of Michigan Concerns of Police Survivors, is reappointed to represent survivors of an officer killed while on duty who served a municipal police department with a population of more than 500,000 for a term expiring June 30, 2012.

Jim Niewiek of Grand Rapids, former owner of Paris Motors, is reappointed to represent survivors of Michigan State Police killed while on duty for a term expiring June 30, 2012.

James Salo of Mt. Morris, executive chaplain in the Michigan State Police Chaplain Corps., is reappointed to represent police chaplain's having five or more years of experience for a term expiring June 30, 2012.

The Michigan Law Enforcement Officer Memorial Monument Fund Commission oversees the financing, design, and construction of a memorial monument dedicated to law enforcement officers from Michigan who died in the line of duty.  The commission shall solicit designs for the monument and select the final location in conjunction with the Capitol Park Commission.  The monument will be located on land under the jurisdiction of the Michigan Capitol Park Commission, but shall not be on the grounds of the Capitol.  The commission is allowed to accept grants or gifts from any source to provide the necessary funding.

These reappointments are not subject to disapproval by the Michigan Senate.

Michigan Board of Boiler Rules

Mark C. Babcock of Holland, principal engineer for Consumers Energy Company, is appointed to represent owners and users of boilers operating at 1000 p.s.i.g. or more for a term expiring June 30, 2012.  He succeeds Richard J. Kirsh whose term has expired.

Robert G. Caraway of Utica, president and CEO of Seaway Mechanical Contractors, Inc., is reappointed to represent mechanical contractors in the state with experience in installation, piping, or operation of boilers for a term expiring June 30, 2011.

Anthony N. Jacobs of Harrison Township, business manager and secretary-treasurer for Boilermakers Local 169, is reappointed to represent organized labor in the state engaged in the erection, fabrication, installation, operation, or repair of boilers for a term expiring June 30, 2011.

Roger D. Jenkins of Warren, supervisor of plant operations for DTE Energy, is reappointed to represent owners and users of boilers within this state for a term expiring June 30, 2009.

Dennis A. Rupert of Hillsdale, president and owner of Culligan Water Conditioning, is reappointed to represent antique steam boiler owners and operators for a term expiring June 30, 2012.

Frank A. Wiechert of Detroit, business agent for Plumbers and Pipefitters Local 636, is reappointed to represent organized labor in the state engaged in the erection, fabrication, installation, operation, or repair of boilers for a term expiring June 30, 2012.

The Board of Boiler Rules formulates definitions and rules for the safe construction, installation, inspection, and repair of boilers in this state. 

These appointments are subject to Article V, Section 6 of the Michigan State Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.
