LANSING - Governor Jennifer M. Granholm today announced the following recent appointments and reappointments:
Council for Labor and Economic Growth
Mark T. Gaffney of Dearborn, president of Michigan AFLCIO, is appointed to represent labor organizations for a term expiring April 30, 2012. He succeeds Bradley A. Dyer whose term has expired.
Kenneth H. Laubert of Washington, assistant director of skilled trades of the International UAW, is appointed to represent additional members for a term expiring April 30, 2012. He succeeds William J. Peterson whose term has expired.
Donald C. O'Connell of Beverly Hills, executive director of Operating Engineers Local 324 Labor - Management Education Committee, is appointed to represent additional members for a term expiring April 30, 2010. He succeeds George W. Yost who has resigned.
Phillip L. Thompson of Bath, executive vice-president of Michigan Public Employees, SEIU Local 517M, is appointed to represent labor organizations for a term expiring April 30, 2010. He succeeds Dennis W. Hands who has resigned.
The Council for Labor and Economic Growth serves as the state's workforce investment board required under Section 111 of the Federal Workforce Investment Act of 1998. Additionally, the council is charged with assessing trends and issues, developing strategies, and acting as an ongoing strategic advising body that encourages and stimulates innovative public and private responses to workforce challenges. Members work to develop policies and help implement programs that shape a flexible 21st century workforce that meets the needs of Michigan's businesses and allows them to successfully compete in the global marketplace today and in the future. The council is an action-oriented board with the ability to not only recommend changes but to ensure their implementation.
These appointments are not subject to disapproval by the Michigan Senate.
Governor's Council on Physical Fitness, Health and Sports
Kathryn C. Hulteen of East Lansing, office manager of Capital City Vision, is appointed to represent the general public for a term expiring April 16, 2009. She succeeds Michael J. Maisner who has resigned.
Kirsten G. Simmons of Lansing, executive coordinator for the Michigan Food Policy Council, is appointed to represent the general public for a term expiring April 16, 2010.
The Governor's Council on Physical Fitness, Health and Sports is charged with coordinating and developing a statewide physical fitness and health program. The council has undertaken a number of initiatives and partnered with several organizations to carry out their goals. Some notable events are the annual "walk to school day" and partnering with the Michigan Parks and Recreation Association for "Walk Michigan."
These appointments are not subject to disapproval by the Michigan Senate.
Michigan Long-Term Care Supports and Services Advisory Commission
Christine M. Chesny of Bay City, vice president of long-term care and home care of Mid-Michigan Health, is reappointed to represent providers of Medicaid-funded, long-term care supports and services for a term expiring December 31, 2012.
Connie L. Fuller of Rock, member of the Delta Area Transit Authority board in Escanaba, consumer advisory board for UPCAP in Escanaba, and board of directors for UPCAP, is reappointed to represent primary or secondary consumers of long-term care supports and services for a term expiring December 31, 2012.
Dohn R. Hoyle of Brighton, executive director of The ARC Michigan, is reappointed to represent primary or secondary consumers of long-term care supports and services for a term expiring December 31, 2012.
Denise B. Rabidoux of Ann Arbor, president and CEO of Evangelical Homes of Michigan, is reappointed to represent direct care staff providing long-term care supports and services for a term expiring December 31, 2012.
The Michigan Long-Term Care Supports and Services Advisory Commission was created by Executive Order 2005-14 and Executive Order 2006-4. The commission serves as an effective and visible consumer advocacy role for improving the quality of, and access to, long-term care supports and services.
These reappointments are not subject to disapproval by the Michigan Senate.
Michigan Board of Chiropractic
Solomon L. Cogan, D.C. of Bloomfield Hills, a licensed chiropractor and CEO and president of Health Quest chiropractic clinics, is reappointed to represent chiropractors for a term expiring December 31, 2012.
The Michigan Board of Chiropractic provides for the licensure and examination of persons prior to their entry into the practice of chiropractic and provides penalties for violations that may occur.
This appointment is subject to Section 6 of Article V of the Michigan State Constitution of 1963. It stands confirmed unless disapproved by the Michigan Senate within 60 days.
Michigan Board of Cosmetology
Kristina M. Atkins of Kalamazoo, special education administrator of the Kalamazoo Regional Educational Service Agency, is reappointed to represent the general public for a term expiring December 31, 2012.
Lydia Price Griffin of Detroit, owner and operator of Simply Chic Salon, is reappointed to represent cosmetologists for a term expiring December 31, 2012.
Gail T. Livingston-Scott of Detroit, teacher at Boykin Continuing Education Center and operator of ML Press and Curl, is reappointed to represent cosmetologists actively engaged in teaching cosmetology for a term expiring December 31, 2012.
The Michigan Board of Cosmetology provides for the licensing and regulation of cosmetologists, cosmetology schools, cosmetology instructors, electrologists, and manicurists.
These reappointments are subject to Article V, Section 6 of the Michigan State Constitution of 1963. They stand confirmed unless disapproved by the Senate within 60 days.
Michigan Board of Mechanical Rules
Raymond W. Coy of Howell, mechanical estimator, project manager, and quality control manager with John E. Green Company, is appointed to represent unlimited service heating and refrigeration for a term expiring October 1, 2012. He succeeds Joseph G. Connors whose term has expired.
The Board of Mechanical Rules was created to make recommendations to the state construction code commission on the promulgation of rules necessary for the safe design, construction, installation, alteration, servicing, and inspection of heating, cooling, ventilating, and refrigerating equipment.
This appointment is subject to Article V, Section 6 of the Michigan State Constitution of 1963. It stands confirmed unless disapproved by the Senate within 60 days.
Michigan Board of Physical Therapy
Ginger Smietana of Paw Paw, corporate market analyst for Molina Healthcare, Inc., is appointed to represent the general public for a term commencing November 26, 2008, and expiring December 31, 2009. She succeeds Michael S. Salter whose term has expired.
Vijay Kumar of West Branch, physical therapist for Community Rehabilitation Services, P.C., is reappointed to represent physical therapists for a term expiring December 31, 2012.
The Michigan Board of Physical Therapy was created by Act 164 of 1965. Pursuant to Act 368 of 1978, the board provides for the licensure and examination of persons prior to their entry into the practice of physical therapy.
These appointments are subject to Article V, Section 6 of the Michigan State Constitution of 1963. They stand confirmed unless disapproved by the Senate within 60 days.
Michigan Board of Respiratory Care
Ilene H. Abramson, Ph.D. of Novi, adjunct professor at Lawrence Technological University, is appointed to represent the general public for a term expiring December 31, 2012. She succeeds Malita Barrett whose term will expire.
Randall M. Kehr of Grandville, director of respiratory care services at Spectrum Health Hospitals in Grand Rapids, is reappointed to represent respiratory therapists for a term expiring December 31, 2012.
The Michigan Board of Respiratory Care was recently created by an amendment to the Public Health Code. It is responsible for overseeing the licensure of and reviewing and approving rules in the scope of practice for respiratory therapists in Michigan.

Board of Veterinary Medicine
Sandra M. Pelton of Westland, licensed veterinary technician with the Michigan Humane Society, is reappointed to represent licensed veterinary technicians for a term expiring December 31, 2012.
Nancy C. Postorino Reeves, D.V.M. of East Lansing, senior manager of Quality and Technical Assurance of U.S. Drug Safety for Pfizer Animal Health, is reappointed to representing veterinarians for a term expiring December 31, 2012.
The Board of Veterinary Medicine is responsible for the licensure and examination of veterinarians and veterinary technicians.

State Fire Safety Board
Thomas G. Lippens of Rock, business manager of IBEW Local 979, is appointed to represent a licensed electrical contractors or master electricians for a term expiring July 15, 2012. He succeeds Patrick L. Klocke whose term has expired.
The State Fire Safety Board has the mission of protecting life and property from fire, smoke, hazardous materials, and fire-related panic in specific types of public facilities throughout the state of Michigan.
This appointment is subject to Section 6 of Article V of the Michigan State Constitution of 1963. They stand confirmed unless disapproved by the Michigan Senate within 60 days.
Michigan Gaming Control Board
Damian S. Kassab, a Republican of Rochester, chairman and chief executive officer of Warren Bank, is reappointed for a term expiring December 31, 2012.
The board is responsible for overseeing the licensing and control of casino gaming operations, manufacturers of gaming devices, and gaming employees.
This reappointment is subject to Section 6 of Article V of the Michigan State Constitution of 1963. They stand confirmed unless disapproved by the Michigan Senate within 60 days.
Michigan Board of Auctioneers
Robert A. Rottier of Fremont, president of Auction Connection Incorporated, is reappointed to represent registered auctioneers for a term expiring September 30, 2012.
The Michigan Board of Auctioneers was created by Act 489 of 2006. The duties of this board will include overseeing ethical practices as they relate to the business of conducting auctions.

Michigan Employment Security Board of Review
Amy L. Rosenberg of Lansing, former assistant attorney general, is reappointed to represent the general public for a term expiring December 31, 2012.
The Michigan Employment Security Board of Review hears and decides appeals of the Unemployment Agency, referees decisions and/or orders connected with claims for unemployment compensation for federal workers, state employees, veterans, and industrial and commercial workers. The board also hears and decides appeals concerning the tax liability and assessment of employers under the Michigan Employment Security Act.

Michigan Board of Nursing Home Administrators
Todd L. Cook of Lansing, partner at Main Street Strategies, is appointed to represent the general public for a term expiring June 30, 2010. He succeeds Kathleen Husk whose term has expired.
Pam A. Ditri of Dansville, executive director of Burcham Hills Retirement Community, is appointed to represent nursing home administrators for a term expiring June 30, 2011. She succeeds Kerri A. Knopp whose term has expired.
Sara E.D. Fazio of Grand Rapids, principal attorney at Stenger & Stenger, P.C., is appointed to represent the general public for a term expiring June 30, 2010. She succeeds Geraldine Pleasant whose term has expired.
Gail J. Clarkson of Bloomfield Hills, vice president and corporate compliance officer for the Medilodge Group, is reappointed to represent nursing home administrators for a term expiring June 30, 2012.
Valaria Conerly Moon of Flint, vice president of Lawrence E. Moon Funeral Home, is reappointed to represent the general public for a term expiring June 30, 2012.
Susan E. Pettis of Ann Arbor, director of new programs and services for the Evangelical Homes of Michigan, is reappointed to represent nursing home administrators for a term expiring June 30, 2012.
The Board of Nursing Home Administrators provides for the licensure of nursing home administrators and provides penalties for violation of the act.

Michigan Interagency Coordinating Council for Infants and Toddlers with Developmental Disabilities
Deborah S. Bedard of Portage, director of education and children's services for the Community Action Agency of South Central Michigan, is appointed to represent head start programs for a term expiring October 31, 2009. She succeeds Pattie A. Walker who has resigned.
Evan M. Peters of Bloomfield Hills, student at University of Michigan, is appointed to represent other individuals for a term expiring October 31, 2012. He succeeds Sister Barbara J. Cline whose term has expired.
Kenneth R. Van Tol of Essexville, director of early childhood for the Saginaw Intermediate School District, is appointed to represent public or private providers of early intervention services for a term expiring October 31, 2010. He succeeds Cynthia W. Shore-Banks who has resigned.
Agnus M. Miller, IV of Brighton, executive director of the Livingston County Community Mental Health Authority, is reappointed to represent public or private providers of early intervention services for a term expiring October 31, 2012.
Mark A. Reigle of St. Joseph, supervisor of ancillary services for the Berrien County Intermediate School District, is reappointed to represent public or private providers of early intervention services for a term October 31, 2012.
The Michigan Interagency Coordinating Council for Infants and Toddlers with Developmental Disabilities (MICC) acts in an advisory capacity to assist the Department of Education with the performance of responsibilities under Section 635(a)(10) of IDEA, 20 USC 1435(a)(10), particularly identification of sources of fiscal and other support services for early intervention programs, the assignment of financial responsibility to appropriate agencies, and the promotion of interagency agreements. It also advises and assists the department in the preparation of applications for financial and other assistance and amendments to the applications and the transition of toddlers with disabilities to preschool and other appropriate services.
These appointments and reappointments are not subject to disapproval by the Michigan Senate.
