Governor Granholm Announces Appointments

LANSING - Governor Jennifer Granholm today announced the following appointments and reappointments:

Commission of Agriculture

Jennifer A. Fike of Ann Arbor, executive director of Food System Economic Partnership, is appointed to represent Democrats for a term expiring December 31, 2011.  She succeeds Ann M. Jousma-Miller who has resigned.

Audrey M. Herioux of Bark River, record keeper for Herioux Farms LLC, is appointed to represent Democrats for a term expiring December 31, 2010.  She succeeds James E. Byrum who has resigned.

Donald M. Coe of Traverse City, managing partner for Black Star Farms, is reappointed to represent independents for a term expiring December 31, 2013.

The Commission of Agriculture provides advice to the Director of the Department of Agriculture and expresses views on matters relating to the department, including, but not limited to, agricultural policy.

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

State Community Corrections Board

Debra A. Walling of Dearborn, corporation counsel for the city of Dearborn, is appointed to represent members of city government for a term expiring March 31, 2013.  She succeeds Inez Brown whose term has expired. 

Larry C. Inman of Williamsburg, Grand Traverse County commissioner, is designated to serve as chairperson for a term expiring March 31, 2011.

The State Community Corrections Board advises the director of corrections in developing goals, criteria, and guidelines for local governments in establishing community corrections programs.  It also determines grant guidelines for comprehensive corrections plans which are intended to provide safe, cost-effective alternatives to incarceration.    

These appointments are subject to Article V, Section 6 of the Michigan State Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.

Michigan Employment Security Board of Review

Garry L. Goolsby of Lansing, former Worker's Compensation magistrate, is appointed to represent employee interests for a term expiring December 31, 2013.  He succeeds Charlotte Duncil whose term has expired.

Marlene D. Jobe of Rochester Hills, current Michigan Employment Security Board of Review member, is reappointed to represent employer interests for a term expiring December 31, 2013.

The Michigan Employment Security Board of Review hears and decides appeals of the Unemployment Agency, referees' decisions and/or orders connected with claims for unemployment compensation for federal workers, state employees, veterans, and industrial and commercial workers.  The board also hears and decides appeals concerning the tax liability and assessment of employers under the Michigan Employment Security Act.

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

Michigan Gaming Control Board

Jim A. Plakas of Garden City, former mayor of Garden City, is appointed to represent Democrats for a term expiring December 31, 2012.  He succeeds Donald Robinson whose term has expired.

Barbara J. Rom of Bloomfield Hills, current member of the Michigan Gaming Control Board, is designated to serve as chairperson for a term expiring at the pleasure of the governor.  She succeeds Damian S. Kassab who has resigned.

The Michigan Gaming Control Board is responsible for overseeing the licensing and control of casino gaming operations, suppliers of gaming devices, and gaming employees.

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

State Historic Preservation Review Board

Theodore J. Ligibel, Ph.D. of Lambertville, director of the Historic Preservation Program with Eastern Michigan University, is appointed to represent architectural history for a term expiring December 31, 2013.  He succeeds Alison Hoagland whose term has expired. 

Janese A. Chapman of Detroit, historic specialist for the city of Detroit/City Council Historic Designation Advisory Board, is reappointed to represent architectural history for a term expiring December 31, 2013.

The State Historic Preservation Review Board is responsible for providing advice to the State Historic Preservation Office and the Department of Natural Resources and Environment on the full range of Historic Preservation Fund-supported activities, as well as reviewing and making recommendations on National Register nomination proposals.  The board also participates in the review of appeals of National Register nominations.

These appointments are not subject to disapproval by the Michigan Senate.

Michigan State Housing Development Authority

Anthony P. Lentych of Traverse City, general manager of Leelanau Wine Cellars, Ltd., is appointed to represent independents for a term expiring March 10, 2014.  He succeeds Bernard Glieberman who has resigned.

Catherine Luckert Schmid of Grand Haven, program director of the Grand Rapids Community Foundation, is appointed to represent independents for a term expiring March 10, 2014.  She succeeds Sister Maureen Geary whose term will expire.

Tonya V. Gatson of Detroit, retired, is reappointed  to represent residents of public housing  for a term expiring March 10, 2014.

The Michigan State Housing Development Authority (MSHDA), a bipartisan entity, provides financial and technical assistance through public and private partnerships to create and preserve decent, affordable housing for low- and moderate-income Michigan residents.  MSHDA's loans and operating expenses are financed through the sale of tax-exempt and taxable bonds and notes to private investors, not from state tax revenues.  Proceeds of the bonds and notes are loaned at below-market interest rates to developers of rental housing and also help to fund home mortgages and improvement loans.

Investment Advisory Committee

Roger D. Robinson of Southgate, president of United Food and Commercial Workers Local 876, is appointed to represent the general public for a term expiring December 15, 2012.  He succeeds James B. Jacobs whose term has expired.

The Investment Advisory Committee reviews investments, goals, and objectives of each of the retirement funds and submits recommendations.  By a majority vote, the committee has the authority to direct the state treasurer to dispose of any holding it sees as not suitable for the fund to be involved with or, with unanimous votes, direct the state treasurer to make specific investments.

This appointment is subject to Section 6 of Article V of the Michigan Constitution of 1963.  It stands confirmed unless disapproved by the Michigan Senate within 60 days.

Joint International Bridge Authority

Brian L. Davie of Sault Ste. Marie, radio broadcaster for Sovereign Communications and former executive director of the Chippewa County American Red Cross, is appointed for a term expiring at the pleasure of the governor.  He succeeds Janis Burgess whose term has expired. 

The Joint International Bridge Authority (JIBA) was created in July 2000 following the completion of payment for the construction of the International Bridge.  It replaced the International Bridge Authority upon the retirement of the sale of revenue bonds which financed the project.  The intergovernmental agreement for the International Bridge, an accord between the state of Michigan and the providence of Ontario, formed the JIBA to provide for continued management and operation of the International Bridge as a governmental function on a not-for-profit basis, by a single administrative entity within the Michigan Department of Transportation.

This appointment is not subject to disapproval by the Michigan Senate.

Committee on Juvenile Justice

Leonard B. Dixon of Woodhaven, executive director of the Wayne County Juvenile Detention Facility, is reappointed to represent persons with special experience and competence in addressing problems related to learning disabilities, emotional difficulties, child abuse and neglect, and youth violence for a term expiring March 15, 2012.

Joan M. Doughty of Ann Arbor, executive director of the Community Action Network, is reappointed to represent nonprofit organizations for a term expiring March 15, 2012.

The Honorable William T. Ervin of Mount Pleasant, judge of the Isabella County Probate Court, is reappointed to represent law enforcement and juvenile justice agencies for a term expiring March 15, 2012.

Jeffrey R. Fink of Kalamazoo, Kalamazoo County prosecuting attorney, is reappointed to represent law enforcement and juvenile justice agencies for a term expiring March 15, 2012.

Amanda L. Good of Detroit, executive director of Alternatives for Girls, is reappointed to represent persons with special experience and competence in addressing problems related to learning disabilities, emotional difficulties, child abuse and neglect and youth violence for a term expiring March 15, 2012.

Jeriel D. Heard of Farmington Hills, chief of jails and courts for the Wayne County Sheriff's Office, is reappointed to represent nonprofit organizations for a term expiring March 15, 2012.

Brian D. Philson of Horton, president and CEO of Highfield, Inc., is reappointed to represent public agencies concerned with delinquency prevention and treatment for a term expiring March 15, 2012.

William C. Schramm of Traverse City, owner of Stylish Sounds, LLC, is reappointed to represent persons under the age of 24 who were formerly under the jurisdiction of the juvenile justice system for a term expiring March 15, 2012.

Kenyatta A. Stephens of Southfield, COO of Black Family Development, Inc., is reappointed to represent nonprofit organizations for a term expiring March 15, 2012.

The Honorable Matthew S. Switalski of Clinton Township, judge of the 16th Judicial Circuit Court, is reappointed to represent law enforcement and juvenile justice agencies for a term expiring March 15, 2012.

Joseph M. Underwood, Jr. of Cassopolis, Cass County sheriff, is reappointed to represent local elected officials representing general purpose local government for a term expiring March 15, 2012.

Gary L. Walker of Marquette, Marquette County prosecuting attorney, is reappointed to represent law enforcement and juvenile justice agencies for a term expiring March 15, 2012.

The Honorable Elizabeth A. Weaver of Glen Arbor, Michigan Supreme Court justice, is reappointed to represent the general public for a term expiring March 15, 2012.

Clarence L. Williams of Detroit, founder and CEO of Michigan Comprehensive Service Network, is reappointed to represent persons with special experience and competence in addressing problems related to learning disabilities, emotional difficulties, child abuse and neglect, and youth violence for a term expiring March 15, 2012.

The Committee on Juvenile Justice was organized in 1974 as an independent, state-level body to provide leadership and policy direction for administration of the Juvenile Justice and Delinquency Act in Michigan.  The committee advises the Department of Human Services and the governor on matters relating to the juvenile justice system in this state and participates in the development and review of the federally required Juvenile Justice and Delinquency Prevention Plan.

These reappointments are not subject to disapproval by the Michigan Senate.

Council for Labor and Economic Growth

Ronald P. Lilek of Rochester Hills, vice president of human resources for Beaumont Hospital, is appointed to represent business for a term expiring April 30, 2010, and reappointed for a term expiring April 30, 2014.  He succeeds Norma Hagenow who has resigned.

Jeffery R. Schade of Midland, president and CEO of The Peplinski Group, Inc., is appointed to represent business for a term expiring April 30, 2013.  He succeeds Matthew Chambers who has resigned.

William W. Wagner, Jr. of Manchester, vice president and founder of SRT Solutions, is appointed to represent business for a term expiring April 30, 2013.  He succeeds John Voorhorst whose term has expired.

The Council for Labor and Economic Growth serves as the state's workforce investment board required under Section 111 of the Federal Workforce Investment Act of 1998 and is charged with assessing trends and issues, developing strategies, and acting as an ongoing strategic advising body that encourages and stimulates innovative public and private responses to workforce challenges.  Members work to develop policies and help implement programs that shape a flexible 21st century workforce that meets the needs of Michigan's businesses and allows them to successfully compete in the global marketplace today and in the future.

These appointments and reappointments are not subject to disapproval by the Michigan Senate.

Commission on Spanish Speaking Affairs

Gilberto R. Guzman of Portage, migrant/bilingual educator with the Van Buren Intermediate School District, is appointed to represent the general public for a term expiring December 10, 2012.  He succeeds Jose Reyna whose term has expired.

Art Reyes III of Grand Blanc, Michigan field director with Information Staffing Services Inc., is appointed to represent the general public for a term expiring December 10, 2012.  He succeeds Danette Duron-Willner whose term has expired.

Lawrence T. Garcia of Huntington Woods, partner with Allen Brothers, PLLC, is reappointed to represent the general public for a term expiring December 10, 2012. 

Olga N. Hernandez-Patino, Ph.D. of Grand Ledge, chairperson of the Health and Human Services Careers Department with Lansing Community College, is reappointed to represent the general public for a term expiring December 10, 2012.

Maria Elena Rodriguez of Allen Park, president of Maria Elena and Company, is reappointed to represent the general public for a term expiring December 10, 2012.

The Commission on Spanish Speaking Affairs was created to develop policies and plans to serve the needs of Michigan's Spanish-speaking residents.  The commission consists of 15 members who are of Hispanic descent and are Spanish-speaking.

Michigan Strategic Fund Board of Directors

Richard E. Rassel, Jr. of Birmingham, director of global client relations with Butzel Long, is reappointed to represent persons in the private sector with knowledge, skill, and experience in the academic, business, or financial field for a term expiring December 31, 2013.

The Michigan Strategic Fund Board of Directors serves as the state's lead business development and finance agency. 

This appointment is subject to Section 6 of Article V of the Michigan Constitution of 1963.  It stands confirmed unless disapproved by the Michigan Senate within 60 days.

Streamlined Sales and Use Tax Governing Board

Dale P. Vettel of Homer, director of tax and economic policy for the Michigan Department of Treasury, is reappointed to represent the governor for a term expiring December 31, 2011.

The Streamlined Sales and Use Tax Governing Board is responsible for certifying service providers and automation systems, establishing tax-performance standards for multi-state sellers meeting criteria set by the board, issuing resolutions and presenting a quarterly report to participating legislative bodies.  

This reappointment is not subject to disapproval by the Michigan Senate.

Wetland Advisory Council

Jeff Auch of Montague, executive director of the Muskegon Conservation District, is appointed to represent conservation districts for a term expiring December 14, 2012.

Gary Dawson, Ph.D. of Onondaga, director of environmental services for Consumers Energy Company, is appointed to represent natural gas or electric utilities for a term expiring December 14, 2012.

Jeffrey King of Pentwater, president and founder of King & MacGregor Environmental, Inc., is appointed to represent wetland professionals who regularly submit applications for permits and obtain permits from the department for a term expiring December 14, 2012.

John Niemela of Belding, director of the County Road Association of Michigan, is appointed to represent the general public for a term expiring December 14, 2012.

Grenetta Thomassey, Ph.D. of Petoskey, policy director for the Tip of the Mitt Watershed Council, is appointed to represent watershed organizations for a term expiring December 14, 2012.

Donald Uzarski, Ph.D. of Remus, director of Great Lakes and Environmental Research and assistant professor with Central Michigan University, is appointed to represent university professors with expertise in wetland science for a term expiring December 14, 2012.

Todd A. Wyett of West Bloomfield, CEO of Versa Development LLC, is appointed to represent statewide associations of businesses for a term expiring December 14, 2012.

The Wetland Advisory Council is charged with submitting two reports to the governor and Legislature regarding overall efficiency of the program, the department's decision-making process on permit applications, and adoption of measures determined by the United States Environmental Protection Act.

These appointments are not subject to disapproval by the Michigan Senate. 

Worker's Compensation Board of Magistrates

Beatrice B. Logan of Detroit is appointed for a term expiring January 26, 2011.  She succeeds Murray Gorchow who has resigned.

The Worker's Compensation Board of Magistrates functions within the Department of Energy, Labor, and Economic Growth.  Magistrates are responsible for conducting hearings in disputes that arise under the Worker's Disability Compensation Act of 1969 and hear cases related to worker's compensation claims.
