Governor Granholm Announces Appointments

LANSING - Governor Jennifer Granholm today announced the following appointments and reappointments:

Michigan Interagency Coordinating Council for Infants and Toddlers with Developmental Disabilities

Laura L. McKechnie of Sault Ste. Marie, education and disabilities supervisor for Sault Tribe Early Childhood Programs, is appointed to represent tribal government located within this state for a term expiring October 31, 2013.  She succeeds Mary A. Roberts whose term has expired.

The Honorable Dian Slavens of Lansing, state representative for the 21st district, is appointed to represent the Michigan Legislature for a term expiring October 31, 2012.  She succeeds the Honorable Brenda J. Clack whose term has expired.

M. Elaine Smiley of Petoskey, Early On supervisor with Eaton Intermediate School District, is appointed to represent public or private providers of early intervention services for a term expiring October 31, 2012.  She succeeds the late Mark A. Reigle.

Deborah S. Bedard of Portage, director of education and children's services for the Community Action Agency of South Central Michigan, is reappointed to represent head start programs for a term expiring October 31, 2013.

Julie K. Lagos of Macomb Township, family liaison for the Macomb Intermediate School District, is reappointed to represent parents of infants or children with disabilities, less than 13 years old, with knowledge of or experience with programs for infants and toddlers with disabilities for a term expiring October 31, 2013.

Johanna M. Ostwald of Iron Mountain, superintendent of the Dickinson-Iron Intermediate School District, is reappointed to represent public or private providers of early intervention services for a term expiring October 31, 2013.

The Michigan Interagency Coordinating Council for Infants and Toddlers with Developmental Disabilities (MICC) acts in an advisory capacity to assist the Department of Education with the performance of responsibilities under Section 635(a)(10) of IDEA, 20 USC 1435(a)(10), particularly identification of sources of fiscal and other support services for early intervention programs, the assignment of financial responsibility to appropriate agencies, and the promotion of interagency agreements.  It also advises and assists the department in the preparation of applications for financial and other assistance and amendments to the applications and the transition of toddlers with disabilities to preschool and other appropriate services.

These appointments and reappointments are not subject to disapproval by the Michigan Senate.

Lake Superior State University Board of Control

Douglas R. Bovin of Wetmore, city manager of Munising and secretary/treasurer of Doug Bovin, Inc., is appointed to represent the general public for a term expiring January 27, 2018.  He succeeds Barbara Cliff who has resigned.

James P. Curran of East Lansing, president of J. Curran Consulting, Inc., is appointed to represent the general public for a term expiring January 27, 2018.  He succeeds Charles Schmidt whose term has expired.

The Lake Superior State University Board of Control is the governing body for the university and oversees the conduct of the university's affairs, has control of the university's property, and has the ability to fix tuition and other fees, appoint and remove personnel, and determine compensation to be paid for services and property. 

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

Michigan Trails Advisory Council

James C. Dickie of Chesaning, incoming president of the Michigan Snowmobile Association, is appointed to represent owners of registered snowmobiles for a term expiring January 17, 2014. 

Thomas M. Dunn of Lansing, president of Michigan Off Road Events, LLC, is appointed to represent owners of licensed off-road vehicles for a term expiring January 17, 2014. 

James W. Duke of Munising, representative for the Michigan Snowmobile Association-Region 1 and member of the Eastern Upper Peninsula Citizens Advisory Council, is appointed to represent owners of registered snowmobiles and Upper Peninsula residents for a term expiring January 17, 2014. 

John P. Gonway of Rochester Hills, shareholder and attorney with Maddin, Hauser, Wartell, Roth & Heller, P.C., is appointed for a term expiring January 17, 2014. 

William D. Manson, Jr. of Rockford, executive director of the Michigan Snowmobile Association, is appointed to represent owners of registered snowmobiles for a term expiring January 17, 2014. 

Frank C. Wheatlake of Big Rapids, chairman of Utility Supply & Construction Company, is appointed to represent owners of registered snowmobiles for a term expiring January 17, 2014.  Mr. Wheatlake is also designated to serve as chairperson for a term expiring at the pleasure of the governor. 

Greg L. Yager of Lansing, former member of the Cycle Conservation Club of Michigan Board of Governors, is appointed to represent owners of licensed off-road vehicles who possess experience as instructors in off-road education courses for a term expiring January 17, 2014.

The Michigan Trails Advisory Council advises the governor and Department of Natural Resources and Environment on the creation, development, operation and maintenance of motorized and non-motorized trails in this state, including but not limited to, snowmobile, equestrian, hiking and skiing trails. 

These appointments are not subject to disapproval by the Michigan Senate.

State Transportation Commission

Linda M. Atkinson, a Democrat of Channing, attorney with Nelson, Petruska, Atkinson & Hart, P.C., is reappointed for a term expiring December 21, 2012.

Jerrold M. Jung, an independent of Birmingham, president of Michigan CAT, is reappointed for a term expiring December 21, 2012.

The State Transportation Commission establishes policies for the Department of Transportation, its programs and facilities, and other public works of the state as provided by law.  Responsibilities of the commission include the development and implementation of comprehensive transportation plans for the entire state, providing professional and technical assistance, and overseeing the administration of state and federal funds allocated for these programs. 

These reappointments are subject to Article V, Section 6 of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.
