Governor Granholm Announces Recent Appointments

LANSING - Governor Jennifer M. Granholm today announced the following recent appointments:
Board of Architects
Jeffrey L. Wilkerson of Jenison, business representative of West Michigan Plumbers, Fitters, and Service Trades Local 174, is appointed to represent the general public for a term expiring March 31, 2014. He succeeds Christopher Siemion whose term has expired.
Paula C. Van Valkenburgh of Richland, registered architect with the state of Michigan, is reappointed to represent architects for a term expiring March 31, 2014.
The Board of Architects provides for the registration of persons practicing architecture, sets qualifications for registration, and prescribes penalties.
These appointments are subject to Article V, Section 6 of the Michigan Constitution of 1963. They stand confirmed unless disapproved by the Senate within 60 days.
State Construction Code Commission
Sheilah L. Johnson of Detroit, general manager of the construction division for the city of Detroit Buildings and Safety Engineering Department, is appointed to represent municipal building inspectors for a term expiring January 31, 2011. She succeeds Amru Meah who has resigned.
Edwin E. Tatem of West Bloomfield, president and Michigan manager of Parsons Brinckerhoff Michigan, Inc., is reappointed to represent the field of professional engineering for a term expiring January 31, 2012.
The State Construction Code Commission prepares and promulgates the state construction code that governs the construction, use, and occupation of buildings and structures. The commission also is charged with adding, amending, and/or rescinding rules to update the code at least once every three years in order to coincide with the national code change cycle.
These appointments are subject to Article V, Section 6 of the Michigan Constitution of 1963. They stand confirmed unless disapproved by the Senate within 60 days.
Construction Safety Standards Commission
Jack P. O'Donnell of Taylor, president and business agent with Ironworkers Local 25, is appointed to represent individuals actively engaged in construction operations on the employee level for a term expiring March 18, 2013. He succeeds Patrick "Shorty" Gleason whose term has expired.
Valerie J. Bradley of Flushing, vice president of administration and safety director for Dee Cramer, Inc., is reappointed to represent individuals actively engaged in construction operations on the management level for a term expiring March 18, 2013.
Don R. Hiltunen of Hancock, retired real estate broker, is reappointed to represent the general public for a term expiring March 18, 2013.
The Construction Safety Standards Commission provides rules and establishes safety standards for construction operations to protect the life and safety of construction workers in Michigan.
These appointments are subject to Article V, Section 6 of the Michigan Constitution of 1963. They stand confirmed unless disapproved by the Senate within 60 days.
Employment Relations Commission
Nino E. Green, a Democrat of Escanaba, attorney in private practice, is reappointed for a term expiring June 30, 2013.
The Employment Relations Commission is charged with aiding management and labor in reaching amicable settlements of labor disputes by providing labor mediation services to employers and labor organizations in private industry and in the public sector. It also determines appropriate bargaining units, provides elections for selection of bargaining representatives, certifies collective bargaining representatives, and administers law(s) prohibiting unfair labor practices by employers and labor organizations in the public sector.
This reappointment is subject to Article V, Section 6 of the Michigan Constitution of 1963. It stands confirmed unless disapproved by the Senate within 60 days.
General Industry Safety Standards Commission
Dwayne F. Betcher of Allegan, library assistant for Herrick District Library, is reappointed to represent public employees of this state for a term expiring March 26, 2013.
Regina L. Meo of Lake Orion, attorney in private practice, is reappointed to represent the general public for a term expiring March 26, 2013.
Thomas J. Pytlik of Bay City, safety manager for Kelly Services, is reappointed to represent the management of principle industries in this state for a term expiring March 26, 2013.
The General Industry Safety Standards Commission is responsible for promulgating standards in accordance with the Michigan Occupational Safety and Health Act to prevent accidents in places of employment and to protect the lives and safety of employees.

Michigan Historical Commission
John M. Dempsey of Plymouth, member and partner of Dickinson Wright, PLLC, is reappointed to represent the general public for a term expiring May 21, 2014.
The Michigan Historical Commission advises the director of the Department of Natural Resources and Environment, approves Michigan Historical Markers, and works to preserve and protect Michigan's history.
This reappointment is subject to Article V, Section 6 of the Michigan Constitution of 1963. It stands confirmed unless disapproved by the Senate within 60 days.
Michigan Liquor Control Commission
Donald B. Weatherspoon, an independent of Haslett, current Liquor Control Commissioner, is reappointed for a term expiring June 12, 2014.
The Liquor Control Commission controls the alcoholic beverage traffic and consumption in Michigan. The commission's guiding philosophy is to make alcoholic beverages available while regulating their sale and distribution in order to protect the rights and interests of all Michigan citizens, which is done through selective licensing and strict enforcement of the Michigan Liquor Control Code and Michigan Liquor Control Commission rules.

Board of Mechanical Rules
Patrick M. Maher of Traverse City, business agent for Sheet Metal Workers Local 7, is reappointed to represent HVAC equipment contractors for a term expiring October 1, 2012.
The Board of Mechanical Rules was created to make recommendations to the State Construction Code Commission on the promulgation of rules necessary for the safe design, construction, installation, alteration, servicing, and inspection of heating, cooling, ventilating, and refrigerating equipment.
This appointment is subject to Section 6 of Article V of the Michigan Constitution of 1963. It stands confirmed unless disapproved by the Michigan Senate within 60 days.
Board of Professional Engineers
Cary M. Junior of Ferndale, principal and general manager of Malise Associates, Inc., is reappointed to represent the general public for a term expiring March 31, 2014.
George Y. Karmo of Farmington Hills, president of Tucker, Young, Jackson, and Tull, Inc., is reappointed to represent professional engineers for a term expiring March 31, 2014.
The Board of Professional Engineers is responsible for the licensing of persons practicing engineering, as well as establishing orders, rules, and regulations that specify standards of professional conduct. The board also provides for penalties when standards are not met.
These reappointments are subject to Article V, Section 6 of the Michigan Constitution of 1963. They stand confirmed unless disapproved by the Senate within 60 days.
Board of Professional Surveyors
Steven S. Gravlin of Canton, senior vice president of Wade Trim, is appointed to represent professional surveyors for a term expiring March 31, 2014. He succeeds Carl Shangraw whose term has expired.
Donnie K. Whitley of Detroit, probation officer for Macomb Probation, is appointed to represent the general public for a term expiring March 31, 2014. He succeeds Carolyn Charters whose term has expired.
The Board of Professional Surveyors provides for the registration of persons practicing surveying, sets qualifications for registrants, and prescribes penalties for violations of the act.

Residential Builders and Maintenance and Alteration Contractors Board
Frank J. DiStefano of Grosse Pointe, vice president of Allstate Construction Company, is reappointed to represent residential builders for a term expiring March 31, 2013.
James G. Haeussler of Saline, president of Peters Building Company, is reappointed to represent residential builders for a term expiring March 31, 2014.
The Residential Builders and Maintenance and Alteration Contractors Board provides for the licensing of persons who engage in business as residential builders, residential maintenance and alteration contractors, and salespersons. It sets standards of qualification and eligibility for licensure, authorizes the collection and expenditure of fees, and provides penalties for the violation of the act, including unlicensed operation.

Self-Insurers Security Fund, Second Injury Fund, Silicosis, Dust Disease, and Logging Industry Compensation Fund Board of Trustees
Richard F. Zapala of Haslett, assistant general counsel for Accident Fund Insurance Company of America, is reappointed to represent the insurance industry for a term expiring April 30, 2014.
The Self-Insurers Security Fund, Second Injury Fund, Silicosis, Dust Disease, and Logging Industry Compensation Fund Board of Trustees oversees the Funds Administration, which is funded by insurers who write workers' compensation policies in the state of Michigan and employers who self-insure their workers' compensation liability. The board's assessments cover all benefits paid by the Funds Administration and all administrative and litigation costs. Each of the three funds makes a separate assessment. The Second Injury Fund and Silicosis, Dust Disease and Logging Industry Compensation Fund assessments are paid by insurance companies and self-insured employers. The Self-Insurers' Security Fund assessments are made against only private self-insured employers.
