Governor Granholm Announces Recent Appointments and Reappointments

LANSING - Governor Jennifer M. Granholm today announced the following recent appointments and reappointments:

Appellate Defender Commission

Honorable John T. Hammond of St. Joseph, retired 2nd Circuit Court judge and visiting professor for the University of Michigan, is reappointed to represent a member nominated by the Michigan Judges Association for a term expiring May 24, 2013. 

The Appellate Defender Commission is responsible for developing a system of appellate defense services for those who can afford no other representation.  The commission also develops minimum standards to which those services must conform.

This reappointment is not subject to disapproval by the Michigan Senate.

Michigan Council for Arts and Cultural Affairs

Noel R. Baril of Douglas, vice president of Total Rewards for Henry Ford Health System, is appointed for a term expiring September 1, 2011.  He succeeds Mark Timothy Putney who has resigned.

Fay Beydoun of Dearborn, executive director of the Arab American Chamber of Commerce, is appointed for a term expiring September 1, 2011.  She succeeds Brenda Biederman whose term has expired.

William Omari Rush of Ann Arbor, education manager for the University Musical Society of the University of Michigan, is appointed for a term expiring September 1, 2012.  He succeeds James Allen whose term has expired.

The Michigan Council for Arts and Cultural Affairs serves to encourage, develop and facilitate an enriched environment of artistic, creative and cultural activity in Michigan.

These appointments are not subject to disapproval by the Michigan Senate.

Disability Concerns Commission

John M. Causley, Jr. of Hessel, tribal elder with the Sault Ste. Marie Tribe of Chippewa Indians, is appointed for a term expiring November 30, 2011.  He succeeds Jeffery Lang who has resigned.

Lennard A. Johnson of Jackson, disability program navigator for South Central MichiganWorks!, in collaboration with Jackson Community College, is appointed for a term expiring November 30, 2012.  He succeeds Mary Kelley who has resigned.

Gerald R. Mutty of Holt, retired executive director of the Michigan Commission on Disability Concerns, is appointed for a term expiring November 30, 2013.  He succeeds Steffanie Webster who has resigned.

The Disability Concerns Commission advocates for the rights and concerns of Michigan's 1.9 million citizens with disabilities and provides information and technical assistance for employers and state and local government.  Commissioners serve in an advisory capacity to provide perspectives of individuals with disabilities, the business community, and professional service providers. 

These appointments are subject to Article V, Section 6 of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days. 

Domestic Violence Prevention and Treatment Board

Shirley Mann Gray of West Bloomfield, director of clinical support services for the Children's Hospital of Michigan, is reappointed to represent persons with experience in areas related to the problems of domestic violence for a term expiring September 30, 2013.

Honorable Nathaniel C. Perry, III of Flint, 68th District Court judge, is reappointed to represent persons with experience in areas related to the problems of domestic violence for a term expiring September 30, 2013.

Kym L. Worthy of Detroit, Wayne County prosecutor, is reappointed to represent persons with experience in areas related to the problems of domestic violence for a term expiring September 30, 2013.

The Domestic Violence Prevention and Treatment Board is responsible for coordinating and monitoring programs and services for the prevention of domestic violence and the treatment of victims of domestic violence, developing and recommending policy and developing and providing technical assistance.

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

Michigan Finance Authority

Stephen N. Cassin of Clinton Township, executive director of the Macomb County Department of Planning & Economic Development, is appointed to represent individuals with experience in economic development issues or relating to public finance for a term expiring September 30, 2013.  He is currently a member of the Michigan Tobacco Settlement Finance Authority.

Marylee Davis, Ph.D. of East Lansing, professor of higher education at Michigan State University, is appointed to represent individuals with experience in issues relating to hospitals or other health facilities or relating to public finance for a term expiring September 30, 2013.  She is currently a member of the State Hospital Finance Authority.

Charlotte P. Edwards of Flint, community development officer for Citizens Bank, is appointed to represent individuals with experience in housing and community development issues or relating to public finance for a term expiring September 30, 2014.  She is currently a member of the Michigan Tobacco Settlement Finance Authority.

Donald H. Gilmer of Augusta, former county administrator for Calhoun and Kalamazoo counties, is appointed to represent individuals with experience in natural resources and environmental issues or relating to public finance for a term expiring September 30, 2012.  He is currently a member of the Michigan Tobacco Settlement Finance Authority.

David S. Mittleman of East Lansing, attorney with Church & Wyble, P.C., is appointed to represent individuals with experience in education issues, including but not limited to, issues related to public school districts, public community colleges, or public universities, or relating to public finance for a term expiring September 30, 2014.  He is currently a member of the Michigan Public Educational Facilities Authority.

The Michigan Finance Authority is a newly created public finance authority established by Governor Granholm by Executive Order 2010-2.  Effective May 30, 2010, functions relating to public financing, including the issuance of bonds and notes, previously performed by governing bodies of the Michigan Forest Finance Authority, the Michigan Higher Education Assistance Authority, the Michigan Higher Education Facilities Authority, the Michigan Higher Education Student Loan Authority, the Michigan Municipal Bond Authority, the Michigan Public Educational Facilities Authority, the Michigan Strategic Fund, the Michigan Tobacco Settlement Finance Authority, the Michigan Underground Storage Tank Financial Assurance Authority, the State Educational Facilities Commission, the State Hospital Finance Authority, and the State Land Bank Fast Track Authority are consolidated in the new Michigan Finance Authority.

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

Idlewild Centennial Commission

Coffiann U. Hawthorne of East Lansing, associate at Lewis & Munday, P.C. law firm, is appointed to represent the residents of this state for a term expiring December 31, 2013.  She succeeds Deborah Smith-Olson whose term has expired.

Shahida A. Mausi of Detroit, president of The Right Productions, Inc., is appointed to represent the residents of this state for a term expiring December 31, 2013.  She succeeds Michael Murphy whose term has expired.

Monica Terrell of Eaton Rapids, former state employee and former member of the State Partners Idlewild Committee, is appointed to represent the residents of this state for a term expiring December 31, 2013.  She succeeds Carlean Gill whose term has expired.

Donel Brown of Idlewild, former supervisor of Yates Township, is reappointed to represent the residents of this state for a term expiring December 31, 2014.

Philip A. Clay of Idlewild, Yates Township trustee, is appointed to represent the Idlewild community for a term expiring December 31, 2013.

Timothy P. Muhammad of Detroit, executive director of 'Bout Time Publishing, is reappointed to represent the residents of this state for a term expiring December 31, 2013.

George Walker, Jr. of Idlewild, supervisor of Yates Township, is reappointed to represent the Idlewild community for a term expiring December 31, 2014.

Mabel R. Williams of Idlewild, founding member of the Lake County Community Foundation, is reappointed to represent the Idlewild community for a term expiring December 31, 2014.

Benjamin C. Wilson, Ph.D. of Kalamazoo, emeritus professor of Africana Studies at Western Michigan University, is reappointed to represent the residents of this state for a term expiring December 31, 2014.

The Idlewild Centennial Commission is charged with coordinating activities commemorating the 100th anniversary of the founding of the Idlewild resort community in Lake County.

These appointments are not subject to disapproval by the Michigan Senate.

Michigan State Housing Development Authority

Douglas H. Graham, a Democrat, of Birmingham, president and chairman of Detroit Technology Ventures, LLC, is appointed for a term expiring March 10, 2011.  He succeeds Marianne Udow-Phillips who has resigned.

The Michigan State Housing Development Authority (MSHDA) provides financial and technical assistance through public and private partnerships to create and preserve decent, affordable housing for low- and moderate-income Michigan residents.  MSHDA's loans and operating expenses are financed through the sale of tax-exempt and taxable bonds and notes to private investors, not from state tax revenues.  Proceeds of the bonds and notes are loaned at below-market interest rates to developers of rental housing and also help to fund home mortgages and improvement loans.

This appointment is subject to Section 6 of Article V of the Michigan Constitution of 1963.  It stands confirmed unless disapproved by the Michigan Senate within 60 days.

Military Appeals Tribunal

Thomas L. Dorwin of Sault Ste. Marie, general counsel for the Sault Ste. Marie Tribe of Chippewa Indians and former commander with the U.S. Navy, is appointed to represent civilians licensed to practice law in this state for a term expiring April 16, 2014.  He succeeds Michael Zehnder whose term has expired.

Judy E. Bregman of West Olive, owner of Bregman & Welch law firm, is reappointed to represent civilians licensed to practice law in this state for a term expiring April 16, 2011.

John P. Charters of Bloomfield Hills, president of Charters, Heck, O'Donnell & Petrulis, P.C. law firm and West Point graduate, is reappointed to represent civilians licensed to practice law in this state for a term expiring April 16, 2011.

James K. Naddeo of Holly, retired appeals officer for the IRS Office of Hearings and Appeals and retired colonel with the Michigan Army National Guard, is reappointed to represent civilians licensed to practice law in this state for a term expiring April 16, 2012.

Charles A. Palmer of Bath, professor at Thomas Cooley Law School and retired lieutenant colonel with the Michigan Army National Guard/Judge Advocate General Corps, is reappointed to represent civilians licensed to practice law in this state for a term expiring April 16, 2011.

The Military Appeals Tribunal, upon the petition of accused individuals, has appellate jurisdiction to hear and review the records in all decisions of a military court-martial.

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.

Public Safety Communications Interoperability Board

James P. Buford of Detroit, director of the Wayne County Department of Homeland Security and Emergency Management, is reappointed to represent local emergency-first responders for a term expiring April 30, 2014.

Adam L. Carroll of Hartland, chief of the Hartland Deerfield Fire Authority, is reappointed to represent local emergency-first responders for a term expiring April 30, 2014.

Lt. Col. Eddie L. Washington, Jr. of Farmington Hills, director of the Department of State Police, is designated to serve as chairperson of the Michigan Public Safety Communications System Advisory Board for a term expiring April 30, 2011.  He succeeds Peter Munoz who has retired.

The Public Safety Communications Interoperability Board, Michigan's 800 MHz radio system and telecommunications network, provides statewide interoperability in digital clarity to its members throughout the state and adopts procedures governing the organization and operations of the Michigan Public Safety Communications System.

These reappointments and designation are not subject to disapproval by the Michigan Senate.

Michigan Women's Commission

Jayashree Kommareddi of Grand Blanc, community activist, is appointed for a term expiring July 15, 2013.  She succeeds Ronda Stryker whose term will expire.

Donna L. Budnick of Harbor Springs, legislative services attorney for the Little Traverse Bay Bands of Odawa Indians, is reappointed for a term expiring July 15, 2013.

Sally Shaheen Joseph of Flint, attorney in private practice, is reappointed for a term expiring July 15, 2013.

Patricia A. Lowrie of Okemos, director of the Michigan State University Women's Resource Center, is reappointed for a term expiring July 15, 2013.

Alexandra A. Matish of Ann Arbor, senior academic labor relations representative with University of Michigan-Academic Human Resources, is reappointed for a term expiring July 15, 2013.

The Michigan Women's Commission focuses on improving the quality of life for women in the state by studying and reviewing the status of Michigan women, directing attention to critical issues that women face, recommending methods to overcome discrimination, promoting methods for women to develop their skills, conducting surveys and establishing advisory committees on vital issues, and recognizing the accomplishments of women in Michigan.

These appointments are subject to Section 6 of Article V of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Michigan Senate within 60 days.
