Governor Granholm Announces Recent Appointments

LANSING - Governor Jennifer Granholm today announced the following recent appointments and reappointments:

Correctional Officers' Training Council

Kay E. Lennerth of Flint, retired state employee, is appointed to represent the public at large for a term expiring March 29, 2012.  She succeeds Elizabeth Foley whose term has expired.

The Correctional Officers' Training Council establishes standards and requirements regarding the training and education of state and local correctional officers.

This appointment is not subject to disapproval by the Michigan Senate.

Sault Ste. Marie Bridge Authority

Gary L. LaPlant of Gladstone, executive director of the Community Foundation of the Upper Peninsula and Delta County, is appointed for a term expiring at the pleasure of the governor.

An intergovernmental agreement between the governments of Canada and the state of Michigan was put into place on September 1, 2000, and subsequently revised effective September 1, 2009.  This agreement formed a partnership between the two owners of the bridge, the Michigan Department of Transportation and the St. Mary's River Bridge Company (SMRBC).   The Sault Ste. Marie International Bridge is jointly operated under the terms of this agreement.  The agreement establishes the Sault Ste. Marie Bridge Authority (SSMBA) Board of Directors, which consists of eight persons, four appointed by the governor of Michigan and four appointed by the SMRBC.  The SSMBA provides operational and policy oversight for the management of the bridge.  The agreement also assigns day-to-day operational responsibility for the bridge to the International Bridge Administration (IBA), a separate administrative entity within MDOT, whose staff is composed of both Canadian and American residents.  The SSMBA's responsibilities include approving bridge tolls, operating budgets and business plans, rules for the use of the bridge and related properties, purchases of property, capital investments on the bridge and related properties, and oversight of the investment of the bridge reserve fund, as provided by the agreement.

This appointment is not subject to disapproval by the Michigan Senate.

State Land Bank Fast Track Authority Board of Directors

Heidi A. Alcock Mucherie of Grosse Pointe Park, executive director of Community Legal Resources, is appointed for a term expiring May 31, 2012.  She succeeds Stacey Fox who has resigned.

Cynthia F. Reaves of Detroit, president and CEO of Jackson Gates & Associates Consulting, is reappointed for a term expiring May 31, 2014.

The State Land Bank Fast Track Authority Board of Directors has the jurisdiction and control of the Land Bank Fast Track Fund and elects the chair and vice-chair of the authority.

These appointments are not subject to disapproval by the Michigan Senate.

Michigan Board of Nursing

Michael J. Ferency of St. Johns, attorney at law, is appointed to represent the general public for a term expiring June 30, 2014.  He succeeds Terese Cole whose term will expire.

The Michigan Board of Nursing is responsible for the licensure and examination of registered professional nurses, licensed practical nurses, and for the certification of nursing specialists.  The board sets minimum standards of practice, assesses penalties for when those standards are not met, and recommends licensure to schools that provide nursing programs.

This appointment is subject to Section 6 of Article V of the Michigan Constitution of 1963.  It stands confirmed unless disapproved by the Michigan Senate within 60 days.

Public School Employees' Retirement Board

John M. Olekszyk of Warren, former president of Roseville Federation of Teachers AFT Local 1071, is reappointed to represent retired teachers for a term expiring March 30, 2014.

Michael W. Ringuette of West Bloomfield, retirement plan consulting actuary with Watson Wyatt Worldwide, is reappointed to represent the general public with experience in health insurance or actuarial science for a term expiring March 30, 2014.

The Michigan Public School Employees' Retirement Board provides oversight of the Michigan public school employees' retirement system.

These reappointments are subject to Article V, Section 6 of the Michigan Constitution of 1963.  They stand confirmed unless disapproved by the Senate within 60 days.
