Governor Granholm Announces Recent Appointments

LANSING - Governor Jennifer M. Granholm today announced the following recent appointments and reappointments:
Citizen-Community Emergency Response Coordinating Council
Warren Evans of Detroit, chief of police for the city of Detroit, is reappointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2014.
Kenneth Gembel of Clio, project manager for plant decommissioning with General Motors Corp., is reappointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2014.
Michael Lovelace of Ishpeming, Marquette County sheriff, is reappointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2013.
Clifford Messing of Ruth, president of Cliff A. Messing Excavation, Inc., is reappointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2013.
Gail Novak-Phelps of White Lake, chief of Oakland County Emergency Response and Preparedness, is reappointed to represent individuals with technical expertise related to emergency response for a term expiring December 31, 2013.
The Citizen-Community Emergency Response Coordinating Council is responsible for developing and implementing emergency response and hazard mitigation plans for the state. The council acts as the state emergency response commission as required by federal statute.
These reappointments are not subject to disapproval by the Michigan Senate.
State Employees' Retirement Board
Douglas Johnson of Lansing, retiree of the Michigan Department of Management & Budget, is appointed to represent retiree members of the retirement system for a term expiring July 31, 2012. He succeeds Calvin Frappier whose term has expired.
Edward Novak of Sterling Heights, environmental quality analyst with the Department of Environmental Quality, is appointed to represent employee members of the retirement system for a term expiring July 31, 2012. He succeeds Harry Posner whose term has expired.
Douglas Drake of Lansing, group manager and senior policy consultant for Public Policy Associates, is reappointed to represent retiree members of the retirement system for a term expiring July 31, 2013.
The State Employees' Retirement Board oversees the retirement system for state employees in Michigan.
These appointments are not subject to disapproval by the Michigan Senate.
Michigan State Housing Development Authority
Robert S. Sher, an independent, of West Bloomfield, CEO of Robert S. Sher & Associates, is appointed for a term expiring March 10, 2011. He succeeds Archie Clark who has resigned.
The Michigan State Housing Development Authority (MSHDA) provides financial and technical assistance through public and private partnerships to create and preserve decent, affordable housing for low- and moderate-income Michigan residents. MSHDA's loans and operating expenses are financed through the sale of tax-exempt and taxable bonds and notes to private investors, not from state tax revenues. Proceeds of the bonds and notes are loaned at below-market interest rates to developers of rental housing and also help to fund home mortgages and improvement loans.
This appointment is subject to Section 6 of Article V of the Michigan Constitution of 1963. It stands confirmed unless disapproved by the Michigan Senate within 60 days.
Board of Law Examiners
Gerald Marcinkoski of Clinton Township, chief appellate attorney with Lacey and Jones, LLP, is reappointed for a term expiring June 30, 2015.
The Board of Law Examiners was created by the Legislature to oversee the investigation and examination of persons who apply for admission to the State Bar. The office administers the Bar exam twice a year, in February and July, and then releases the exam results. The office also processes applications for recertification from attorneys who have been on inactive status for more than three years and wish to resume active practice in Michigan.
This reappointment is not subject to disapproval by the Michigan Senate.
Mackinac Bridge Authority
Barbara Brown, a Democrat, of East Lansing, assistant attorney general for the state of Michigan, is reappointed for a term expiring June 30, 2016.
Patrick Gleason, a Democrat, of Davison, president of the Michigan Building and Construction Trades Council, is reappointed for a term expiring June 30, 2016.
The Mackinac Bridge Authority creates rules and regulations in order to provide and maintain a system of services to ensure the safe operation of the Mackinac Bridge. The authority, being a corporate body, may sue or be sued, plead or be pleaded, and contract or be contracted with.
These reappointments are subject to Section 6 of Article V of the Michigan Constitution of 1963. They stand confirmed unless disapproved by the Michigan Senate within 60 days.
State Officers' Compensation Commission
Cheryl Bergman of East Lansing, owner of Bergman, Inc, is appointed for a term expiring January 1, 2014.
David Fink of West Bloomfield, attorney with the Miller Law Firm, P.C., is appointed for a term expiring January 1, 2014.
George Franklin of Kalamazoo, president of Franklin Public Affairs, is appointed for a term expiring January 1, 2014.
Erane Washington-Kendrick of Ypsilanti, attorney in private practice, is appointed for a term expiring January 1, 2014.
The State Officers' Compensation Commission establishes pay and expenses for the offices of the governor and lieutenant governor, justices of the Michigan Supreme Court, and members of the Legislature. The Michigan Constitution states that no person can serve on the commission for more than one four-year term. The appointees replace David Balas, Belda Garza, James Holley, and Basil Simon whose terms have expired. Under Michigan law, members of the State Officers' Compensation Commission may not be reappointed.
These appointments are not subject to disapproval by the Michigan Senate.
State Police Retirement Board
Sally Corbin of Okemos, CEO and owner of Union Services Agency, is reappointed to represent the general public having experience in the insurance, actuarial, or institutional investment field for a term expiring December 31, 2012.
Diane Garrison of Holt, executive director of the Michigan State Police Command Officers Association, is reappointed to represent retirants for a term expiring December 31, 2011.
Richard Hale of Charlotte, firearms instructor with Michigan State Police Training Division, is reappointed to represent officer members of the retirement system, having the rank of sergeant or below, for a term expiring December 31, 2012.
The State Police Retirement Board oversees the State Police Retirement System within the Department of Technology, Management, and Budget and Office of Retirement Services.
These reappointments are not subject to disapproval by the Michigan Senate.
Michigan Truck Safety Commission
Paul Millenbach of Grosse Pointe Farms, shareholder and attorney with Foster Swift Collins & Smith, is appointed to represent private motor carriers for a term expiring August 4, 2011. He succeeds Robert McFarland whose term has expired.
Timothy Kaltenbach of Lansing, retired city of Lansing councilman, is reappointed to represent the general public for a term expiring August 4, 2011.
The Michigan Truck Safety Commission is responsible for the expenditures of the Truck Safety Fund grants, works to enhance truck and truck driver safety through education and training, and initiates data collection and research on truck safety related issues.

Worker's Compensation Board of Magistrates
Kenneth Birch of Holt, former magistrate, is appointed for a term expiring January 26, 2013. He succeeds the late Michael Harris.
The Worker's Compensation Board of Magistrates functions within the Department of Energy, Labor and Economic Growth. Magistrates are responsible for conducting hearings in disputes that arise under the Worker's Disability Compensation Act of 1969 and hearing cases related to worker's compensation claims.
This appointment is subject to Section 6 of Article V of the Michigan Constitution of 1963. It stands confirmed unless disapproved by the Michigan Senate within 60 days.
