Gov. Rick Snyder makes appointment and reappointment to Certificate of Need Commission

LANSING, Mich. – Gov. Rick Snyder today announced the appointment of Debra Guido-Allen, of Sterling Heights, and the reappointment of Jessica Kochin, of Dexter, to the Certificate of Need Commission.
The 11-member commission regulates and balances cost, quality and access to Michigan's health care system by developing and updating the Certificate of Need standards. No more than six members can be from the same political party.
"I am confident that Debra and Jessica will effectively serve in these roles, and continue the important work of ensuring all Michiganders have access to and receive quality, affordable health care," Snyder said.
Appointment:
Guido-Allen is the vice president and chief nursing officer for Beaumont Health and Hospital in Troy. Her responsibilities include administrative oversight and strategic direction of nursing services and nursing quality, emergency care service line, quality and safety. Guido-Allen is a member of the Michigan Organization of Nurse Executives and serves on the Beaumont Health System Board of Directors. She received her bachelor degree in nursing from Oakland University and her master’s degree in healthcare administration from the American Intercontinental University. Guido-Allen will represent Democrats and nurses and replaces Gay Landstrom.
Reappointment:
Kochin is the manager of healthcare employee benefits and analytics for Ford Motor Company. She is the lead project manager for strategic healthcare opportunities and co-chairs the Automotive Industry Action Group Healthcare Value Task Force. Kochin earned a bachelor’s degree in mathematics from Aquinas College and a master’s degree in health management and policy from the University of Michigan. She will continue to represent Republicans and companies who are self-insured for health coverage.
Members serve three-year terms expiring Jan. 1, 2019. Their appointments are subject to the advice and consent of the Senate.
