Gov. Rick Snyder makes appointments, reappointments to the Board of Mechanical Rules

LANSING, Mich. – Gov. Rick Snyder today announced the appointments of Terry Gilligan of Livonia and David Galbreath of Lowell as well as the reappointments of Craig Howson of Midland, Matthew Marsiglio of St. Clair Shores, Jerry Philo of Northville and Bruce Seiler of Roseville to the Board of Mechanical Rules.
Housed within the Department of Licensing and Regulatory Affairs, the board makes recommendations for mechanical code rules, acts with the department to review and approve the form and content of the examination, and imposes sanctions for licensing violations.
"I thank this group of individuals for serving on this board and I am confident they will do substantial work," Snyder said.
Appointments:
Gilligan is a business representative for Pipefitters Local 636. He is an elected member for the Schoolcraft College Board of Trustees. Gilligan holds a journeyman certificate from Pipefitters Local 636 Apprenticeship School and attended Henry Ford Community College. He will represent organized labor representing mechanical trades and replace Kevin Carden.
Galbreath has worked for Seaman’s Air Conditioning and Refrigeration Inc. for 24 years. Prior to his time with Seaman’s, he worked at Adex Heating & Cooling. He will represent unlimited service heating and refrigeration and replace Richard Dvorak.
Reappointments:
Howson is the vice president of industrial operations for Three Rivers Corporation. He holds an associate’s degree from Delta College. He will continue to represent refrigeration service.
Marsiglio is an operations manager for Flame Furnace. He holds an associate’s degree from Macomb Community College. He will continue to represent limited service heating and refrigeration.
Philo is a project manager at Harley Ellis Devereaux in Southfield. He holds a bachelor’s degree in mechanical engineering from Michigan Technological University. He will continue to represent professional mechanical engineers.
Seiler is the design manager for John E. Green Company. He attended Macomb Community College and Wayne State University and will continue to represent fire suppression.
Members serve four-year terms expiring Oct. 1, 2020. Appointments are subject to the advice and consent of the Senate.
