Michigan NADWC Hosts Denied, Disrupted, Intermittent and Limited (DDIL) Testing Environment as Part of Army Permissive Range Initiative

LANSING, Mich. – The Michigan Department of Military and Veterans Affairs (DMVA), in coordination with Army Test and Evaluation Command (ATEC) and the Threat System Management Office (TSMO), is hosting a Denied, Disrupted, Intermittent and Limited (DDIL) testing environment at Camp Grayling Joint Maneuver Training Center (CGJMTC), part of Michigan’s National All-Domain Warfighting Center (NADWC), Sept. 13-18. The event is directly aligned with the Army’s Permissive Range Initiative (PRI), which expands opportunities for industry and military organizations to rapidly test and evaluate emerging technologies in realistic operational environments.

The testing environment demonstrates the type of advanced experimentation and rapid technology development that the Army’s PRI is intended to facilitate, allowing emerging capabilities to be evaluated against realistic battlefield conditions before they are fielded. At Camp Grayling, participating organizations are testing systems in communications and positioning environments designed to replicate the challenges military forces could face in a contested battlefield.

As part of the testing, unmanned aerial systems (UAS) will use autonomous reasoning software to fly over an urban environment and distinguish between targets across three increasingly difficult scenarios. UAS will also be evaluated in a Positioning, Navigation, and Timing (PNT) and radio frequency (RF) DDIL environment.

PNT DDIL creates a high-threat scenario in which traditional positioning, navigation and timing sources are compromised, requiring systems to rely on robust, resilient and adaptive technologies. The Army’s persistent experimentation programs help develop and validate these capabilities before they reach the battlefield.

In modern near-peer conflicts, adversaries can target higher layers of the communications architecture, including IP and cloud systems, as well as underlying infrastructure. This makes the RF layer particularly important for maintaining command and control when other network capabilities are degraded or unavailable.

Participating companies include Eagle NXT, Noah Labs, Archangel Response Corps and Superfocus AI.

“Camp Grayling gives the Department of War and its industry partners the ability to put emerging technologies in an environment that mirrors the challenges our forces could encounter in a contested fight,” said Col. Lucas Lanczy, commander of CGJMTC. “Our combination of expansive training areas, diverse terrain, electromagnetic spectrum access and multi-domain capabilities allows innovators and military organizations to test systems under realistic conditions, identify gaps and rapidly improve them. This is exactly the kind of experimentation that helps ensure technology is in the hands of our Warfighters when they need it.”

The DDIL testing environment is an example of how Camp Grayling is expanding its role as a national destination for defense technology testing and experimentation. In August, the U.S. Army announced Camp Grayling as one of four premier stateside military test ranges open to private industry for internal research, development and rapid experimentation.

That designation builds on the Army’s PRI and Michigan’s ongoing efforts to provide industry and military partners with access to large-scale, realistic environments where emerging capabilities can be developed, tested and refined. Together, these efforts position Camp Grayling and the NADWC as a critical platform for accelerating defense innovation and connecting technology development with the operational needs of the Warfighter.

The NADWC encompasses nearly 148,000 acres of maneuver space at Camp Grayling and more than 17,000 square miles of special-use military airspace at the Alpena Combat Readiness Training Center. Together, these facilities provide a large-scale environment for training and testing across the land, air, maritime, space and cyber domains.

The testing environment highlights Michigan’s growing role in accelerating defense innovation by bringing military organizations, technology companies and test infrastructure together in an environment designed for realistic experimentation. Through the NADWC, Michigan continues to expand opportunities for companies to move emerging technologies from development and prototyping toward operational capability.
