Michigan Gaming Control Board Issues Cease-and-Desist Orders to 45 Illegal Offshore Gambling Operators

DETROIT, April 7, 2026 — The Michigan Gaming Control Board (MGCB) announced that over the past four months it has issued cease-and-desist orders to 45 offshore gambling operators that have been unlawfully offering online casino games and sports wagering to Michigan residents. The sweeping enforcement action underscores the MGCB’s relentless determination to eliminate illegal gambling activity and defend the integrity of Michigan’s regulated gaming market.
The cease-and-desist orders were issued to the operators of the following 45 entities following MGCB investigations confirming that each was accepting wagers or offering casino-style gaming to Michigan residents without a valid state license:

“The scope of this action sends a clear message: Michigan will not tolerate illegal operators targeting our residents or undermining the lawful businesses that have invested in complying with state law,” said MGCB Executive Director Henry Williams. “Our investigators work with unwavering focus to identify, document, and act against every unlicensed site that puts Michigan players at risk. This is an ongoing effort, and we will continue to take action against illegal gambling operators.”
Unlicensed offshore gambling platforms operate entirely outside the framework of Michigan law, leaving players without the fundamental protections that licensed sites must provide. Consumers who use illegal sites face the risk of unfair or manipulated games, withheld winnings, misuse of personal and financial data, and no meaningful avenue for dispute resolution. By contrast, operators licensed by the MGCB are subject to rigorous background checks, technical audits, responsible gaming requirements, and ongoing regulatory oversight.
Under the Lawful Internet Gaming Act, the Lawful Sports Betting Act, and associated Michigan statutes, any entity offering online casino gaming or sports wagering to persons located within Michigan must be licensed and authorized by the MGCB. Operators that fail to comply with a cease-and-desist directive face potential escalation to additional civil and criminal enforcement measures. The MGCB works closely with state law enforcement partners to disrupt illegal gambling activity.
