Licensing Eligibility & Applicant Documentation

An agency should determine an individual’s eligibility for licensing or employment as a law enforcement officer in MITN by performing an Individual Lookup and viewing the individual eligibility status, reading and writing results, individual employment history, and individual employment inquiry history.

Prior to performing an Individual Lookup in MITN, the candidate should complete the Waiver and Authorization for Release of Information form.

Individual Eligibility Status

After completing the individual lookup, the eligibility status will appear. The eligibility status will provide the agency with information on the candidate’s licensing eligibility and expiration date of initial eligibility period. The eligibility status message will provide information to the agency on what is needed for the individual to be licensed.

Reading and Writing Results

From the eligibility status page, the agency will be able to view the candidate’s reading and writing test results. The agency can print the reading and writing test results report and save a copy in the candidate’s background investigation documents.

Individual Employment History

The individual employment history can be viewed in MITN and well as printed in a report to be saved in the candidate’s background investigation documents.

Standards Compliance Reviews

The standards compliance reviews section will display information if the individual currently has or has previously had a standards compliance review. If this section includes a message to contact the Commission, your agency should contact the Commission for additional information on the context of the standards compliance review.

Basic Training

The basic training section will provide information on where and when the candidate attended the basic training academy. Additionally, your agency will be able to view the student record. The student record will provide information on the candidate’s attendance, courses, and exams from the academy.

Agency Relationship & In-Service Training

The agency relationship & in-service training section will provide information on all law enforcement agencies that have had a relationship with the candidate, the employment status, the start and end dates of employment, and any training the individual completed while working for that agency.

Other In-Service Training

The other in-service training section will show any training the individual completed that is not associated with a specific law enforcement agency.

Individual Employment Inquiry History

The individual employment inquiry history is critical during the background investigation. This section will provide information on all law enforcement agencies that have screened the individual or considered the individual for licensing. A background investigator should use this information to reach out to the law enforcement agencies for information on the individual employment, or reason for not employing the individual.

Other Documentation

Licensing Exam Score Report

The score report is printed by the academy graduate after taking the MCOLES licensing exam.  The report is web-generated by Talogy, which is contracted by the Commission to administer the exam.  The score report must indicate “Pass” and also have a date within one year of the indicated session end date.  Licensing eligibility is not based on the licensing exam date.

A candidate who fails their initial attempt at the licensing exam is allowed one retest, also within one year of the session end date.  The candidate is not eligible for licensing until attaining a passing score.

If you have any questions about determining a candidate’s eligibility for licensing, please contact our Licensing & Investigations Unit at msp-mcoles-licensing@michigan.gov or by phone at 517-636-7867.
