PA 128 of 2017 (Separation of Service Record)
The Commission continues to regularly encounter agencies who are unaware of the Law Enforcement Officer Separation of Service Record(s) Act (PA 128 of 2017 – commonly referred to as “PA 128”). This law took effect on January 15, 2018. Other agencies incorrectly believe the completion of the Separation Affidavit (required under the MCOLES Act) can also serve as the Separation Record(s) required under PA 128 – it cannot. While they contain similar information, the legislature intended for them to be separate, complimentary laws, requiring separate records. In addition, PA 128 grants certain additional rights and privileges to both the separating officer and the agency, as well as prohibiting an agency from hiring (or the Commission reactivating the license) of a formerly licensed officer unless, and until, they obtain all PA 128 Separation Record(s).
Likewise, it is important to understand that simply obtaining these the Separation Record(s) does not satisfy the requirement for the hiring agency to conduct a comprehensive background investigation to determine compliance with the character fitness standard under the MCOLES Act.

Public Safety Academy Assistance (PSAA)
The following forms support the PSAA program and are organized by academy responsibilities, agency responsibilities, and recruit withdrawal or resignation.
Academy Responsibilities
- Enroll the recruit in the academy session.
- Complete the academy portion of the PSAA Program Application.
- Submit the completed PSAA Application and supporting Candidate New Hire documentation to MSP-MCOLES-Grants@michigan.gov.
- Once all required materials have been received, the application will be considered complete and active and placed in the funding queue, subject to available grant funds.
Agency Responsibilities
- Complete the standards screening and Candidate New Hire documentation in MITN.
- View the Hiring Employed Recruits Guidance before calling or emailing the MITN Help Desk.
- Complete the agency portion of the PSAA Program Application.
- Submit the completed PSAA Program Application and Candidate New Hire documentation to the intended training academy no later than 10 days prior to the academy start date.
Recruit Withdrawal or Resignation
- The employing agency must submit the PSAA Notification of Recruit Separation Form, in addition to completing the standard separation notification process.

Upon completion of the review, the Commission will notify the applicant if approval was granted. Once the notification has been received, it is the responsibility of the applicant to contact the facility that is providing the program or test they desire to attend. A facility list and schedule will be forwarded with the approval letter.
