This division supports the state ADA Coordinator in carrying out the duties outlined in Executive Order 2004-31.
CEED seeks to engage a broad range of stakeholders to achieve long-term and sustainable outcomes to complex problems. We collaborate with community organizations; churches; non-profit organizations; and city, county, state and federal government entities to address issues affecting the well-being of community members. Engaging in a collaborative manner is a powerful tool used to bring about environmental, social and behavioral changes that will improve the health of the community and its members.
The mission of the Division on Deaf, DeafBlind and Hard of Hearing is to affirm the indisputable rights of deaf, deafblind and hard of hearing residents to effective communication. The Division provides advocacy, interpreter testing, technical assistance, and interpreting services for the Governor, legislature, and state departments.
The Diversity, Equity and Inclusion Office develops educational training session and resources designed to increase awareness of implicit bias and its impact in the work we do and the people we serve.
CEED’s educational efforts provide customers with information and training about civil rights laws and enhances the awareness of civil rights issues. It provides the public with a resource for the proactive prevention of discrimination within a community.
The primary mission of the MCRC and MDCR is to investigate complaints of discrimination in employment, education, housing, public accommodation, law enforcement and public service.

LANSING, MI - James E. White, Director of the Michigan Department of Civil Rights, and Stacie Clayton, Chair of the Michigan Civil Rights Commission, have issued the following statements in response to the killing of eight people in Georgia on Tuesday, March 16, 2021.
James E. White, Director of the Michigan Department of Civil Rights:
"The senseless murder of eight people in Georgia yesterday, among them six Korean American women, is a profound and unconscionable tragedy. While investigators sort out the motives behind such a heinous act, the Michigan Department of Civil Rights stands in sympathy and solidarity with our Asian American friends, neighbors and family members. The meteoric rise in bias incidents and hate crimes against Asian Americans is real, it is only getting worse, and as a nation, we must do more to bring it to an end."
Stacie Clayton, Chair of the Michigan Civil Rights Commission:
"This is the third statement the Michigan Civil Rights Commission has issued within the span of little over a year condemning violence against our nation's Asian-American community. We must come together and, once and for all and with one voice, call out an end to all forms of anti-Asian bigotry and rhetoric and the violence it has inspired. Our hearts are broken for the families of the eight people taken from us yesterday in a senseless act of violence. We want our brothers and sisters in Michigan's Asian-American community to know that we join them in mourning this tremendous loss, and share your deep concern for your safety and the safety of your family members and friends here and around the country."
The Michigan Civil Rights Commission was created by the Michigan Constitution to safeguard constitutional and legal guarantees against discrimination. The Commission is charged with investigating alleged discrimination against any person because of religion, race, color or national origin, genetic information, sex, age, marital status, height, weight, arrest record, and physical and mental disability. The Michigan Department of Civil Rights serves as the operational arm of the Commission.
