SUBJECT: PROPOSED RULE AMENDMENTS: BANKED LEAVE TIME & NEW STATE HEALTH PLAN
 
Sharon Bommarito, Director of the Office of the State Employer, requested that the Civil Service Commission amend Rule 5-10.3 to require that nonexclusively represented employees (NEREs) take 28 hours of banked leave time between February 21 and September 4, 2010. She has also asked the Commission to approve a new state health plan for all NEREs hired on or after April 1, 2010.

Staff has drafted the attached amendments that would, if adopted by the Commission, implement the requests.

Rule 5-10.3: Amend to require NEREs to take 28 hours of banked leave time between February 21 and September 4, 2010, at 2 hours per pay period. Part time employees are required to take a prorated amount of banked leave time.

Rule 5-11: Amend to recognize a separate state health plan for employees hired on and after April 1, 2010. (See attached.) In addition to the rule change, the Commission will also be asked to approve a resolution setting forth the details of the new health plan.

The Commission will consider the proposed rules at its next meeting, scheduled for 10:00 a.m., Wednesday, February 10, 2010, 400 S. Pine St., Lansing, MI.
