When initially adopted in the 1990s, the civil service regulations on drug and alcohol testing were patterned after federal testing standards. Rather than continually updating the civil service regulations to reflect revisions to U.S. Department of Transportation and U.S. Department of Health and Human Services testing regulations, the proposed amendments would reference the standards and protocols found in the current federal regulations and eliminate the need for frequent revisions. Referencing these current federal regulations as the governing procedures will also track provisions in existing collective bargaining agreements to create more consistent standards across the classified workforce.
