SUBJECT: DRAFT AMENDMENTS TO CIVIL SERVICE REGULATIONS 8.01, GRIEVANCE AND GRIEVANCE APPEAL PROCEDURES, 8.02, TECHNICAL CLASSIFICATION AND QUALIFICATION COMPLAINTS, 8.04, TECHNICAL APPOINTMENT COMPLAINTS, 8.05, EMPLOYMENT RELATIONS BOARD APPEAL PROCEDURES, 8.06, COMPUTING TIME AND FILING DOCUMENTS, AND 8.07, TECHNICAL MILITARY BENEFIT COMPLAINTS
 
Proposed changes to the Civil Service regulations listed above are being circulated for review and comment. Most revisions address minor procedural issues that have arisen since the last major review of the Chapter 8 regulations in 2001.

Proposed changes are marked in legislative format for all regulations except Regulation 8.05, which was extensively reorganized to more concisely (six fewer pages) describe ERB procedures. Substantive changes to Regulation 8.05 include clarification of standards of review on appeal and standards for admitting new evidence. The proposed changes to Regulation 8.05 would also end motions for reconsideration and unsolicited rebuttal briefs.
