On December 8, 2010, the Civil Service Commission approved amendments to Rules 3 3, 8 3, and 9-1 of the Civil Service Rules to reform the technical qualification complaint process. The amendments were circulated for review with SPDOC 10-13. Copies of the rule amendments approved by the commission are attached.
The rule changes require conforming amendments to Regulations 3.06 and 8.02. In accordance with Standard C of Regulation 1.01, Issuance of Civil Service Regulations, the attached Regulations 3.06 and 8.02 are being issued with an effective date of December 9, 2010.
Proposed amendments to Regulations 8.01, 8.02, 8.04, 8.05, 8.06, and 8.07 were also circulated for comment with SPDOC 10-09 on September 30, 2010. A few minor changes have been made in response to comments received. The attached Regulations 8.01, 8.02, 8.04, 8.05, 8.06, and 8.07 are now being issued with an effective date of December 9, 2010.
A grievance or complaint filed on or before December 8, 2010, shall be processed under the prior version of regulations. An appeal from a decision issued on or before December 8, 2010, shall be processed under the previous versions of regulations. All complaints filed after December 8, 2010, or appeals from decisions issued after December 8, 2010, shall be processed under the amended versions issued today.
