SUBJECT: REVISED COORDINATED COMPENSATION PLAN (CCP) SCHEDULE FOR FY 2012-13
 
Civil Service Commission Rule 5-1.3, Coordinated Compensation Plan, states:
The coordinated compensation panel shall send a recommended coordinated compensation plan for all nonexclusively represented classified employees to the civil service commission. The panel shall consider negotiated collective bargaining agreements, any impasse panel recommendations, and any recommendations of the employer or employees. The panel shall send its recommendation on or before the date set by the state personnel director.

Due to delays in the collective bargaining process, the FY 2012-13 Coordinated Compensation Plan (CCP) process was delayed until it was determined that impasse proceedings would not be needed. With the recent announcement of ratification of all contracts, I am announcing the following schedule for the FY 2012-13 CCP process to allow completion before the Civil Service Commission meeting on December 15, 2011.
  1. LROs and the Office of the State Employer (OSE) must submit a copy of any position statement summarizing any specific compensation or benefits changes proposed for FY 2012-2013 and why they are necessary. A hard copy of the statement must be submitted to the CCP Panel, c/o Amy Cahoon, Michigan Civil Service Commission, Compensation Program, P. O. Box 30002, Lansing, Michigan 48909. An electronic copy in Microsoft Word, Microsoft Excel, or Adobe PDF format must also be submitted to cahoona@Michigan.gov. by 5:00 pm on December 7, 2011. If a party has already submitted a position statement, they may submit a revised statement. Ms. Cahoon will electronically distribute copies of any position statements submitted to the parties.



  2. A party that has filed a position statement may file a response, addressing position statements of other parties. A paper and an electronic copy of any response must be filed by noon on December 9, 2011 to Amy Cahoon at the addresses above.



  3. The CCP hearing will be held on December 13, 2011 at 1:30 pm at 400 South Pine Street, Lansing, Michigan. The OSE, LROs, and any employees granted leave to participate may present testimonial and supporting exhibits at the hearing. Four hard copies of any exhibits must be presented to the CCP panel. The CCP panel shall have discretion in regulating the conduct of the CCP hearing.



  4. The CCP recommendation shall be transmitted to the commission and interested parties on or before December 14, 2011.



  5. The commission may then make its final CCP determination at its next meeting on December 15, 2011.
