State Personnel Director Official Communication 12-01

January 4, 2012
TO: ALL APPOINTING AUTHORITIES, HUMAN RESOURCES OFFICERS, AND RECOGNIZED EMPLOYEE ORGANIZATIONS

FROM: JEREMY S. STEPHENS STATE PERSONNEL DIRECTOR

SUBJECT: AMENDMENTS TO RULES 5-6, ADDITIONAL COMPENSATION: MISCELLANEOUS, AND 6-16, PAYROLL DEDUCTION OF CONTRIBUTIONS TO SEPARATE SEGREGATED FUNDS

Recent actions call for two amendments to the civil service rules. First, Executive Order 2011-4 renamed the Department of Energy, Labor and Economic Growth as the Department of Licensing and Regulatory Affairs. Accordingly, replacing two references in current Rule 5-6.3 to "energy, labor and economic growth" with "licensing and regulatory affairs" is proposed.

Second, as the result of recently concluded litigation, the rescission of Rule 6-16, which was never implemented, is proposed.

The Commission will consider the proposed amendments at its next meeting, scheduled for 10:00 a.m., Wednesday, January 18, 2012, at the Capitol Commons Center, 400 S. Pine Street, Lansing. Comments regarding the proposed amendments should be addressed to Janet McClelland, Chief Deputy Director, Civil Service Commission, PO Box 30002, Lansing, Michigan, 48909, or mcclellandj@michigan.gov.
