Proposed changes to Regulation 5.18, Complaints About Benefits,were circulated for review and comment under SPDOC 12-02, dated February 13, 2012. Substantive changes include: (1) updating references to new insurance plan offerings and newly selected third-party administrators, (2) adding new definitions, (3) streamlining the appeal process for complaints over benefit decisions made by civil service staff, and (4) clarifying the plans over which the Employee Benefits Division may hear HIPAA privacy complaints. The attached regulation is now being issued with an effective date of March 4, 2012. |
