Staff has proposed amendments to Regulation 6.02, Unfair Labor Practice Charges. The changes would (1) formally state, consistent with a recent commission decision, that attorney fees and costs are not available as relief in unfair labor practice (ULP) charges; (2) formally state that hearings procedures in Regulation 8.01, which have long been informally used to conduct ULP hearings, apply; and (3) clarify the standing of employees and the employer to file certain types of ULP charges.
