SUBJECT: DRAFT AMENDMENTS TO CIVIL SERVICE REGULATIONS 4.02, PREAUTHORIZED POSITION CLASSIFICATION ACTIONS, AND 4.05, FREQUENCY OF REVIEW OF POSITIONS
Proposed changes to Civil Service Commission Regulations 4.02, Preauthorized Position Classification Actions, and 4.05, Frequency of Review of Positions, are being circulated for review and comment.

For regulation 4.02, the primary change recommended identifies the standards of regulation 4.05 that grant the appointing authority authorization to execute an early reclassification. Other minor language changes are also reflected throughout the regulation.

For regulation 4.05, recommended changes identify when early reclassification is allowed. Standard E is being changed to identify when the appointing authority can execute an early preauthorized reclassification. A new Standard F identifies the conditions when Civil Service staff must process the request for early reclassification. Language is also added to the procedures to identify the steps in processing early reclassifications on preauthorized positions in HRMN. In addition, other minor language changes are reflected in the regulation.
