State Personnel Director Official Communication 12-15

September 10, 2012
TO: ALL APPOINTING AUTHORITIES, HUMAN RESOURCES OFFICERS, AND RECOGNIZED EMPLOYEE ORGANIZATIONS

FROM: JANET MCCLELLAND, ACTING STATE PERSONNEL DIRECTOR

SUBJECT: CIVIL SERVICE REGULATIONS 4.02, PREAUTHORIZED POSITION CLASSIFICATION ACTIONS, AND 4.05, FREQUENCY OF REVIEW OF POSITIONS
Proposed changes to Regulations 4.02, Preauthorized Position Classification Actions, and 4.05, Frequency of Review of Positions, were circulated for review and comment under SPDOC 12-13, dated August 3, 2012.

The primary change for Regulation 4.02 identifies the standards of Regulation 4.05 that grant the appointing authority authorization to execute an early reclassification.

For Regulation 4.05, changes include when (1) an early reclassification is allowed and (2) an appointing authority can execute an early preauthorized reclassification under Standard E. A new Standard F identifies when Civil Service staff must consider a request for early reclassification. Language is also added to the procedures to identify the steps in processing early reclassifications on preauthorized positions in HRMN.

In addition, other minor language changes are reflected in both regulations.

The attached regulations are now being issued with an effective date of September 2, 2012.
