SUBJECT: CIVIL SERVICE REGULATION 3.14 - STATE TRANSITIONAL POSITION DESIGNATION AND APPOINTMENTS
 
Proposed changes to Regulation 3.14, State Transitional Position Designation and Appointments, were circulated for review and comment under SPDOC 13-05, dated July 10, 2013. The following changes are now reflected in the regulation:
 
  1. Standard A.6., includes clarifying language regarding qualification reviews for State Transitional Position appointments. The provisions of Regulation 3.04, Selection of Employees for Position Vacancies, Standard F. should be applied.

  2. Standard A.9., has been added for clarification purposes. For qualification credit, once an employee has completed the transition period, they should be considered to have the years of aggregate experience required for the new position. For example, an employee who transitions from a Departmental Analyst 12 to an Accountant 12 position would be considered as having the aggregate experience required to be an Accountant 12 at completion of the six-month transition period. Or an employee who transitions from a SEMA 11 to a Departmental Analyst P11 position would be considered as having the aggregate experience required to be a Departmental Analyst P11 at completion of the six-month transition period.
The attached regulation is now being issued with an effective date of August 18, 2013.
