State Personnel Director Official Communication 14-05

July 2, 2014
TO: ALL APPOINTING AUTHORITIES, HUMAN RESOURCES OFFICERS, AND RECOGNIZED EMPLOYEE ORGANIZATIONS

FROM: JANET MCCLELLAND, ACTING STATE PERSONNEL DIRECTOR

SUBJECT: DRAFT AMENDMENTS TO CIVIL SERVICE REGULATIONS 5.13, DISABILITY PAYMENT FOR DUTY-INCURRED INJURIES, 5.15 MOVING EXPENSES, and 5.18 COMPLAINTS ABOUT BENEFITS

Staff proposes modifications to Regulations 5.13, Disability Payment for Duty-Incurred Injuries; 5.15, Moving Expenses; and 5.18, Complaints About Benefits:

  1. Updating outdated references to forms and processes in Regulation 5.13 to accurately reflect organizational and operational changes.

  2. Updating references in Regulation 5.15 to reflect the renaming of the Department of Management and Budget and to strike inaccurate language requiring Purchasing Operations approval of all household moving expenses. Individual appointing authorities are responsible for this review and approval.

  3. Providing two additional weeks to file appeals from final third-party administrator decisions in insurance appeals and emphasizing the appellate nature of the higher-level reviews of insurance appeals.

Written comments on the proposed amendments may be sent to Matthew Fedorchuk, Deputy Director, Civil Service Commission, P.O. Box 30002, Lansing, Michigan, 48909. Comments must be received by July 16, 2014.
