LANSING, Mich. -Gov. Gretchen Whitmer today announced the following appointments to the Self-Insurers’ Security, Second Injury Fund, Silicosis, Dust Disease, and Logging Industry Compensation Fund Board of Directors; the Michigan State Council for Interstate Juvenile Supervision; and the Michigan Community Service Commission.
Self-Insurers’ Security, Second Injury Fund, Silicosis, Dust Disease, and Logging Industry Compensation Fund Board of Directors
Jerome K. Hooper, Jr., of Roseville, is the supervisor of health, welfare and occupational health for DTE Energy and a member of the Michigan Self-Insurers’ Association Board of Managers. Mr. Hooper is appointed to succeed Barb Pelak, representing employers that have been authorized to act as self-insurers for a term expiring April 30, 2020.
The Self-Insurers’ Security, Second Injury Fund, Silicosis, Dust Disease, and Logging Industry Compensation Fund Board of Directors oversees the Funds Administration, which is funded by insurers who write workers' compensation policies in the state of Michigan and employers who self-insure their workers' compensation liability. The board's assessments cover all benefits paid by the Funds Administration and all administrative and litigation costs.
This appointment is subject to advice and consent of the Senate.
Michigan State Council for Interstate Juvenile Supervision
Johanna M. Delp, of Grosse Pointe Park, is a victim advocate with the Macomb County Prosecutor’s Office with over 20 years of experience helping crime victims. Ms. Delp is appointed to represent crime victims for a term expiring April 12, 2022.
The Interstate Compact for Juveniles is a formal agreement between member states with the goal of preserving child welfare and promoting public safety interests of citizens, including victims of juvenile offenders. The Michigan State Council for Interstate Juvenile Supervision provides a mechanism for empowerment of the compact process, and serves as an advocate when improving operations, resolving disputes between states, and conducting training.

Michigan Community Service Commission
Kathleen M. Cain-Babbitt, of Plainwell, is the chief union representative at AFSCME Local 1668 and the labor division chairperson at Greater Kalamazoo United Way. Ms. Cain-Babbitt is appointed to succeed Jerry K. Swartz, representing local labor organizations for a term expiring October 1, 2019.
Peter Spadafore, of Lansing, is a member of the Lansing City Council and the Associate Executive Director of Government Relations for the Michigan Association of School Administrators. Mr. Spadafore is appointed to succeed Kimberley Sims to represent local government for a term expiring October 1, 2021.
Douglas Ferrick, of Northville Township, is the chief development officer for the Children’s Hospital of Michigan Foundation. Mr. Ferrick is appointed to succeed Samasandrapalya Kiran, representing business for a term expiring October 1, 2019.
John Graham, of New Boston, is the manager of the emergency preparedness program for The Auto Club Group, a volunteer reserve police officer for the city of Hamtramck, and a member of the Wayne County Local Planning Committee. Mr. Graham is appointed to represent Native American Tribes for a term expiring October 1, 2020.
Sherry Shrewsbury is appointed as the Governor’s honorary designee representing the First Family of Michigan. As an honorary designee, Ms. Shrewsbury will be a non-voting member of the Commission.
The Michigan Community Service Commission strives to build a culture of service by providing vision and resources to strengthen communities through volunteerism. The Commission develops a three-year comprehensive national and community service plan for the state that shall be updated annually, oversees and submits the state's applications to the Corporation for National and Community Service and other public and private funding sources, establishes policies and procedures for the use of federal funds, and develops initiatives to promote community service in coordination with existing programs.
