Governor Whitmer Makes Appointments to Boards and Commissions  

 

LANSING, Mich. - Governor Gretchen Whitmer today announced the following appointments to the Michigan State Board of Accountancy, State Boundary Commission, Environmental Rules Review Committee, Environmental Permit Review Commission, and the Great Lakes Protection Fund Board of Directors. 

 

Michigan State Board of Accountancy 

 

Eulonda N. Whitmore, of Detroit, is the director of audits and the acting associate vice president and chief audit executive for the Wayne State University Office of Internal Audit. She holds a Bachelor of Arts in Accounting from Michigan State University and a Master of Business Administration from Wayne State University. Ms. Whitmore is appointed to represent the general public for a term commencing October 30, 2020 and expiring June 30, 2023. She succeeds Matthew Roling who has resigned. 

 

The Michigan State Board of Accountancy is responsible for the certification, licensure, and regulation of certified public accountants and public accounting firms in Michigan.   

 

This appointment is subject to the advice and consent of the Senate.  

 

State Boundary Commission 

 

Christopher T. Beland, of Okemos, is a senior project manager for PEA Group. He holds a Bachelor of Science in Surveying Engineering from Ferris State University and a Master of Business Administration from Northwood University. Mr. Beland is reappointed for a term commencing November 16, 2020 and expiring November 15, 2023. 

 

The State Boundary Commission is responsible for administering the State Boundary Commission Act and portions of the Home Rule City Act and the Home Rule Village Act. The Commission serves as a quasi-judicial body adjudicating many types of municipal boundary adjustments and recommends, to the Director of the Department of Licensing and Regulatory Affairs, the approval or denial of petitions for incorporations of new Home Rule Cities, new Home Rule Villages, and municipal consolidations.  The Commission also recommends approval or denial of certain types of petitions involving land currently under township jurisdiction that is proposed to be annexed into a Home Rule City. 

 

This appointment is subject to the advice and consent of the Senate.  

 

Environmental Rules Review Committee 

 

Mary Ellen Mika, of Grand Haven, is the director of global compliance and sustainability at Steelcase, Inc. She holds a Master of Arts in Counseling Psychology from Western Michigan University and a Bachelor of Science in Biochemistry from Michigan State University. Ms. Mika is appointed to represent Democrats and a statewide manufacturing organization for a term commencing October 30, 2020 and expiring October 4, 2024. She succeeds Daniel Frakes whose term expired October 4, 2020.  

 

Walker Modic, of Kalamazoo, is the environmental and social sustainability manager for Bell's Brewery. He holds a Master of Liberal Arts in Sustainability and Environmental Management from Harvard University and a Master of Science in Molecular and Structural Biochemistry from North Carolina State University. Mr. Modic is appointed to represent Independents and a statewide organization that represents small businesses for a term commencing October 30, 2020 and expiring October 4, 2024. He succeeds Janet Barlow whose term expired October 4, 2020.  

 

Jeremy Orr, of Detroit, is a staff attorney and senior policy analyst for the Natural Resources Defense Council. He holds a Juris Doctor, Master of Jurisprudence, Master of Science in Criminal Justice, and Bachelor of Science in Human Development and Family Studies from Michigan State University. Mr. Orr is reappointed to represent Democrats and a statewide environmental organization for a term commencing October 30, 2020 and expiring October 4, 2024. 

 

Eric Pessell, of Delton, is the health officer for the Calhoun County Public Health Department. He holds a Bachelor of Arts in Biology from Olivet College. Mr. Pessell is reappointed to represent Independents and public health professionals for a term commencing October 30, 2020 and expiring October 4, 2024. 

 

The Environmental Rules Review Committee (ERRC) was created to oversee all rulemaking for the Michigan Department of Environment, Great Lakes, and Energy.

Environmental Permit Review Commission 

 

Murray Borrelloof Alma, is the director and chair of the environmental studies program at Alma College. He holds a Bachelor of Arts in Geology from Albion College and a Master of Arts in Geology from the University of Massachusetts. Mr. Borrello is appointed for a term commencing October 30, 2020 and expiring August 28, 2024. He succeeds Dennis Bittner whose term expired August 28, 2020.  

 

Emily Cord-DuThinh, of Clarkston, is an adjunct professor at the University of Detroit Mercy. She holds a Bachelor of Science in Geology from Franklin & Marshall College and a Master of Environmental Management from Duke University. Ms. Cord-DuThinh is appointed for a term commencing October 30, 2020 and expiring August 28, 2024. She succeeds Jamie Buckingham whose term expired August 28, 2020.  

 

Erin R. Gerber, of Grand Rapids, is an environmental engineer and vice president of Lakeshore Environmental, Inc. She holds a Bachelor of Science in Civil and Environmental Engineering from the University of Michigan and a Master of Business Administration from Villanova University. Ms. Gerber is appointed for a term commencing October 30, 2020 and expiring August 28, 2024. She succeeds Mark Henne whose term expired August 28, 2020.  

 

Dana M. Kirk, Ph.D., of Dimondale, is an assistant professor at Michigan State University. She holds a bachelor's degree, master's degree, and Ph.D. in Biosystems and Agricultural Engineering from Michigan State University. Dr. Kirk is reappointed for a term commencing October 30, 2020 and expiring August 28, 2024. 

 

Imad A. Salim, Ph.D., of Dearborn, is a senior project manager for Wade Trim, an engineering consulting company. He holds a Bachelor of Science and Master of Science in Civil Engineering from the University of Jordan and a Ph.D. in Civil and Environmental Engineering from Wayne State University. Dr. Salim is appointed for a term commencing October 30, 2020 and expiring August 28, 2024. He succeeds Mark Prein whose term expired August 28, 2020. 

 

The Environmental Permit Review Commission (EPRC) was created in the Department of Environment, Great Lakes, and Energy (EGLE) to advise the Director on disputes related to permit applications and contested cases regarding a permit decision. 

 

These appointments are not subject to the advice and consent of the Senate.  

 

Great Lakes Protection Fund Board of Directors 

 

Tim Eder, of Chelsea, is the freshwater program officer for the Charles Stewart Mott Foundation and executive director of the Great Lakes Commission. He holds a Bachelor of Science in Resource Development from Michigan State University. Mr. Eder is appointed to represent Michigan for a term commencing October 30, 2020 and expiring October 11, 2022. He succeeds Patricia Glaza whose term expired October 11, 2020.  

 

Laura Rubin, of Ann Arbor, is the director of the Healing Our Waters-Great Lakes Coalition at the National Wildlife Federation. She holds the Bachelor of Arts in Business and Economics from Colorado College and a Master of Business Administration and Master of Science in Natural Resources from the University of Michigan. Ms. Rubin is appointed to represent Michigan for a term commencing October 30, 2020 and expiring October 11, 2022. She succeeds Mark Meijer whose term expired October 11, 2020.  

 

The Great Lakes Protection Fund is a private, nonprofit corporation formed in 1989 by the Governors of the Great Lakes States. It is a permanent environmental endowment that supports collaborative actions to improve the health of the Great Lakes ecosystem. The Fund's Board of Directors is comprised of two governor appointed representatives from each member state.
