Re: Protecting the most vulnerable Michiganders with an additional dose of COVID-19 vaccine
On August 12, 2021, the U.S. Food and Drug Administration amended the emergency use authorizations (EUAs) for both the Pfizer-BioNTech COVID-19 Vaccine and the Moderna COVID-19 Vaccine to allow for the use of an additional dose in certain individuals.
Throughout the COVID-19 pandemic, I have prioritized action that protects the most vulnerable Michiganders. Now that we know an additional shot of vaccine can boost immunity in certain immunocompromised individuals who need extra protection from COVID-19, I am directing state departments and agencies to move as quickly as possible to administer booster shots to vulnerable individuals in long-term care facilities and state correctional facilities within this state.
Consistent with the above, and acting under sections 1 and 8 of article 5 of the Michigan Constitution of 1963, I direct the following:
- The directors of the Department of Corrections, Department of Health and Human Services, the Department of Licensing and Regulatory Affairs, and the Department of Military and Veterans Affairs ("directors") must take all appropriate action to ensure that a third dose of the Pfizer-BioNTech COVID-19 Vaccine or the Moderna COVID-19 Vaccine is available to all eligible residents of nursing homes and skilled nursing facilities, adult foster care homes, homes for the aged, and state correctional facilities in this state ("eligible residents").
- The directors must expeditiously take all appropriate action to encourage nursing homes and skilled nursing facilities, adult foster care homes, homes for the aged, and state correctional facilities in this state to minimize barriers to eligible residents accessing a third dose of the Pfizer-BioNTech COVID-19 Vaccine or the Moderna COVID-19 Vaccine, within the parameters set by the Centers for Disease Control and Prevention.
This directive is effective immediately.
