Freedom of Information Act (FOIA) Process

Michigan's Freedom of Information Act (FOIA), MCL 15.231 et seq, provides that certain persons can receive copies or make inspections of most public records of public bodies upon written request. The person must sufficiently describe the records he or she seeks. The public body may charge a fee to cover the cost of complying with a person's FOIA request.

Requests must include your name, phone number, mailing address, and email address.

Transparency Liaison

Executive Directive 2019-11, which took effect on March 10, 2019, provides that each department or autonomous agency subject to constitutional supervision by the Governor that is required to designate a Freedom of Information Act Coordinator also is required to designate a separate individual as Transparency Liaison. In compliance with the Executive Directive, the Bureau of State Lottery has designated a Transparency Liaison, who is required to do all of the following:

• Assist members of the public seeking a public record from the Bureau in navigating the requirements of the Freedom of Information Act, or other law applicable to public records.

• Make recommendations to the Department for compliance with the Executive Directive.

• Advocate for the disclosure of public records quickly and in a cost-efficient manner.

• Advocate for transparency and procedures that encourage public participation in public meetings.

• Consult with the Department’s Freedom of Information Act Coordinator regarding compliance with the Executive Directive and the Freedom of Information Act.

• Recommend changes to the Department’s Procedures and Guidelines and Written Public Summary of the Procedures and Guidelines under the Freedom of Information Act.
