The Michigan Parole and Commutation Board will hold a public hearing on Tuesday, October 20, 2009, to consider the possible commutation of sentence of Richard Phillips, #113406. It will be at 11:00 a.m. at the Handlon, Richard A. Correctional Facility, Ionia, MI.
Richard Phillips, #113406 is serving a Life sentence for the crime of Murder 1st Degree and a Life sentence for the crime of Conspiracy to Murder. He was sentenced on October 25, 1972 from Wayne County.
The hearing is required under MCLA 791.244 prior to any recommendation for executive clemency by the Michigan Parole and Commutation Board.
