Background
The Belmont - House Street area consists of a former licensed disposal facility owned and operated by Wolverine World Wide (Wolverine) at 1855 House Street in Plainfield Township, a suspected disposal area in the Wolven/Jewell area north of 10 Mile Road in Algoma Township, and Michigan Department of Environment, Great Lakes, and Energy (EGLE) investigations into several citizen-reported unregulated dump sites across three townships in northern Kent County.
On February 19, 2020, the Consent Decree between the State of Michigan (Plaintiff), Plainfield and Algoma Townships (Intervening Plaintiffs) and Wolverine (Defendant) became effective and serves as the framework for all future PFAS response activities performed by Wolverine at the House Street property and surrounding area identified as the "North Kent Study Area". Wolverine will conduct these activities under EGLE oversight, and the Consent Decree includes tools that ensure that the required work is completed.

North Kent study area data summary web map
The data includes well, surface water, groundwater, and soil sampling results, as well as groundwater contours, parcels boundaries, and the extent of the municipal water hookups that were required under the 2020 Consent Decree.
Drinking water information
- Residential well sampling results for the North Kent Study Area are available on the North Kent Study Area data summary map (above).
- During the first stages of the investigation, 135 drinking water wells were tested by EGLE; 1,545 drinking water wells were tested by Wolverine; and 42 drinking water wells were tested by Kent County Department of Public Works.
- Wolverine provided 539 whole house filters and 236 point-of-use filters. Kent County Department of Public Works provided 10 whole house filters.
- Wolverine has completed the three years of residential resampling outlined in the September 30, 2020, Residential Resampling Response Activity Plan. A Draft Completion Report, summarizing the results of the resampling and proposing next steps, was submitted on February 19, 2025. A link to the report is included below.
- Section 6.1 of the February 2020 Consent Decree discusses the framework for the extension of municipal water to parcels depicted and listed in Appendix I - List of Parcels and Map of Municipal Water Areas. As of December 2023, all of the municipal water main has been installed and approximately 900 homes have been connected to municipal water. The status of the municipal water connections is visible as a layer in the North Kent Study Area data summary map (above).
- EGLE has sampled all municipal water supplies for PFAS, including the City of Rockford and Plainfield Charter Township. View the City of Rockford and Plainfield Charter Township results.
Community engagement
The Wolverine Community Advisory Group (CAG) generally meets the third Thursday of each month from 6:00 to 8:00pm.

Anticipated activities
Wolverine will implement the work outlined in the February 19, 2020, Consent Decree and the associated Response Activity Plans. As of September 2024, implementation activities are as follows:
- House Street Final Remedy – Waste relocation activities were completed in 2024, and final capping and seeding activities are expected to be completed in spring 2025. Air monitoring results have shown levels well below the established project action levels and short-term response levels, as identified in the GZA Air Monitoring Plan. Air monitoring results are posted regularly to the Wolverine blog (wearewolverine.com) during the construction season.
- Groundwater-Surface Water Response Activity Plan – The fourth quarterly sampling event of the GSI well network was completed in early 2024. A Draft Completion Report, summarizing the quarterly sampling data was submitted on August 19, 2024.

- Perimeter Groundwater Monitoring Response Activity Plan – The fourth quarterly sampling event of the perimeter well network will be completed in early 2024. A Completion Report, summarizing the quarterly sampling data and proposing next steps, is due by June 23, 2025.
- Area 5, Area 6, and Areas 11 and 12 Response Activity Plans – The four quarterly sampling events proposed under the Response Activity Plans have been completed. Draft Completion Reports for these areas, summarizing the data and proposing next steps, were submitted on February 19, 2025.
- Area 19 Response Activity Plan – The sampling event proposed under the Response Activity Plan has been completed. A Draft Completion Report, summarizing the data, was submitted on February 19, 2025
- Residential Resampling Response Activity Plan - Wolverine has completed the three years of residential resampling outlined in the September 30, 2020, Residential Resampling Response Activity Plan. A Draft Completion Report, summarizing the results of the resampling and proposing next steps, was submitted on February 19, 2025.
- Municipal Water Installation - Section 6.1 of the Consent Decree discusses the framework for the extension of municipal water to parcels depicted and listed in Appendix I – List of Parcels and Map of Municipal Water Areas. As of December 2024, all of the municipal water main has been installed and approximately 900 homes have been connected to municipal water. - Filter Operation and Maintenance - Wolverine will continue the operation and maintenance of whole-house filters and point-of-use filters in the North Kent Study Area in accordance with the Consent Decree, described specifically in Section 7.5 and Appendix L, and the Filter Operation and Maintenance Response Activity Plan. A Draft Completion Report was submitted on April 30, 2024, verifying that the filters have been and will continue to be maintained in accordance with the Consent Decree.
