Active-Duty Firearms Standard

The Commission’s Active-Duty Firearm Standard is mandatory for all Michigan law enforcement agencies. Officers must successfully meet the standard at least once annually.

Agencies are responsible for ensuring compliance and should register completed training in the MCOLES Information and Tracking Network (MITN) to maintain accurate training records. Instructions for registering training are available in the User Guide within MITN.

Agencies must also confirm compliance for all officers during the Commission’s Annual Registration process.

Background

The Commission developed the Active-Duty Firearm Standard to improve officer safety and survival by addressing challenges encountered during actual officer-involved shootings.

Research and input from firearms training experts identified gaps between traditional firearms training, which often emphasizes static marksmanship, and the dynamic, close-range, life-threatening situations officers may encounter in the field.

The standard was developed to address these challenges and strengthen officers’ ability to respond effectively.

Annual Compliance and Reporting

Mandatory compliance reporting began January 1, 2010, as part of the Commission’s Annual Registration process.

During annual registration, agency operators must confirm that every officer listed on the agency roster has met the standard. This is completed through a single certification checkbox in MITN.

Agencies should also register each officer’s completed training in MITN to maintain a permanent record of compliance. The system can be used to track other agency training requirements as well.

Officers Who Do Not Meet the Standard

Agencies are responsible for providing remedial training to officers who do not successfully meet the standard.

If an officer remains unable to meet the standard, including due to a medical condition, the agency should consider reassignment to a non-enforcement position until the issue is resolved.
