Public Safety Grant Programs

PA 166 of 2022: Public Safety Grant Programs

A State of Michigan budget supplemental act has provided for six new grant programs to be administered by the Commission.  Each of the six are one-time appropriations for projects that will run through the end of the State fiscal year 2026, or until funds for each program are exhausted, whichever comes first.

  • Community Policing Grants
  • Police Athletic Leagues
  • Public Safety Academy Assistance (PSAA) Program

  • Narcotics Teams/Task Force Training and Equipment

  • Community Policing Competitive Grants

    These grants have been utilized by law enforcement agencies for community policing programs that develop collaborative partnerships between law enforcement agencies and the communities they serve. All grants were graded on the following requirements for funding:

    • Implementation of a research-based model or program.
    • Prioritization of community input to build trust, relationships, and positive outcomes.
    • Support of a broader community or multi-agency strategy to solve problems.
    • Promotion of youth engagement activities.
    • Engagement in partnerships with community-based organizations, local governments, or research institutions.

  • Community Policing Grants

    These grants have been utilized for community policing and engagement strategies in three select cities.  Two of these are for violence prevention programs, and one for a program that builds positive relationships between law enforcement and the community. Programs were identified as the following:

    • Detroit - $500,000 towards the non-profit FORCE (Faithfully Organizing Resources for Community Empowerment) Detroit, which seeks to develop solutions to gun violence with a primary focus on Community Violence Intervention.
    • Genesee County - $3,000,000 to develop a program based on the GIVE (Gun Involved Violence Elimination) Initiative, which focuses on the four core elements of People, Places, Alignment, and Engagement.
    • Saginaw - $1,000,000 towards Bridge the Gap, which “provides safe, fun, and family-friendly opportunities to strengthen the relationship between law enforcement and the community.”

  • Narcotics Teams/Task Force Training and Equipment

    On May 12, 2026, the State Budget Office notified the Commission to freeze applications and further funding for the Narcotics Team/Task Force grant program and the Recognition of Prior Training and Experience (RPTE) Program Out-of-State Licensed/Certified Officer grant program. Consequently, the Commission is no longer accepting grant applications for either program as of May 13, 2026. 

  • Police Athletic League

    This grant has supported the existing Police Athletic League (PAL) in Detroit, and has expanded the PAL program into the Grand Rapids and Flint areas.  The program aims to aid the prevention of juvenile crime and violence by providing mentorship, service, athletics, recreational enrichment, and educational opportunities. 

  • Public Safety Academy Assistance (PSAA) Program

    The Public Safety Academy Assistance (PSAA) Program provides competitive grant funding to help eligible law enforcement agencies recruit and train new officers. Funding may cover an employed recruit’s salary and benefits while attending a basic training academy, as well as academy tuition and related training costs.

    To be eligible, the recruit must be hired by a law enforcement agency as an employed recruit and meet all applicable Commission licensing and screening requirements before attending the academy. Funding is limited and competitive; submitting an application does not guarantee an award.
