Governor Whitmer Makes Appointments to Board and Commissions
LANSING, Mich. - Today, Governor Gretchen Whitmer announced the following appointments to the Michigan State Waterways Commission, Michigan Interagency Council on Homelessness, and the Chair of the Michigan Community Corrections Board.
Michigan State Waterways Commission
Barbara A. Brooks, of Boyne City, is the harbormaster for the city of Boyne City where she manages the operations of the municipal marina. She is also an executive assistant for the city manager. Ms. Brooks is appointed to represent an individual who owns or operates a harbor or marina in this state for a term commencing September 30, 2021 and expiring September 18, 2024. She succeeds Peter Beauregard whose term expired September 18, 2021.
Christopher B. Shepler, of Harbor Springs, is the president of Shepler's Mackinac Island Ferry. He is a master of the Great Lakes licensed pilot with the United States Coast Guard and the chairman of the Mackinaw City Downtown Development Authority. Mr. Shepler is appointed to represent persons residing north of Townline 16 in the Lower Peninsula for a term commencing September 30, 2021 and expiring September 18, 2024. He succeeds Barbara Brooks whose term expired September 18, 2021.
Fred Sitkins, of Traverse City, is the executive director of the Inland Seas Education Association. He holds a Bachelor of Science in Elementary Education from Western Michigan University and a Master of Arts in Educational Administration from Central Michigan University. Mr. Sitkins is reappointed to represent the general public, for a term commencing September 30, 2021 and expiring September 18, 2024.
The Michigan State Waterways Commission is responsible for the acquisition, construction, and maintenance of recreational harbors, channels, docking and launching facilities, and administration of commercial docks in the Straits of Mackinac.
These appointments are subject to the advice and consent of the Senate.
Michigan Interagency Council on Homelessness
Kelly Wilcox, of Lansing, is a budget and policy analyst with the State Budget Office. She holds a Bachelor of Arts in Economics from Michigan State University and a Master of Public Policy from the University of Michigan. Mrs. Wilcox is appointed to represent the designee of the Director of the Department of Technology, Management, and Budget, for a term commencing September 30, 2021 and expiring January 31, 2024. She succeeds Rachel Eldridge who has resigned.
The Michigan Interagency Council on Homelessness was designed to develop, adopt and update a 10-year plan to end homelessness. The 10-year plan shall include evidence-based improvements to programs and policies that will ensure services and housing are provided in an efficient, cost-effective, and productive manner. The plan shall be coordinated and tailored with the Federal Strategic Plan, "Opening Doors," to meet the needs of this state's homeless population.
This appointment is not subject to the advice and consent of the Senate.
Michigan Community Corrections Board Chair
Marlene Davis, Ph.D., of Southfield, is the CEO of Leadership Strategies, LLC. She earned her Ph.D. and Master of Science in Educational Administration from Purdue University, Master of Science in Guidance and Counseling from the University of Michigan, and Bachelor of Arts in History and Physical Education from Michigan State University. The Governor has designated Dr. Davis to serve as Chair of the Board.
The Michigan Community Corrections Board serves in an advisory capacity to the Director of the Michigan Department of Corrections and is charged with approving many components of community corrections programs including goals, eligibility criteria, program guidelines, program standards and policies, the application process, procedures for funding, and criteria for evaluation.
