Gov. Whitmer Makes Appointments to Boards and Commissions
LANSING, Mich. – Gov. Gretchen Whitmer today announced the following appointments to the Michigan Commission on Services to the Aging, Michigan Board of Behavior Analysts, Board of Boiler Rules, Elevator Safety Board, Michigan Board of Nursing Home Administrators, State Plumbing Board, Michigan Potato Industry Commission, Michigan Unarmed Combat Commission, and the Autism Council.
Michigan Commission on Services to the Aging
William Bupp, a Democrat of DeWitt, is a docent for the Learning Center at the Michigan Hall of Justice and a retired human resources specialist from Lansing School District. Mr. Bupp is appointed to succeed Amy Tripp, whose term expires July 28, 2019, for a term commencing July 29, 2019 and expiring July 28, 2022.
Georgia Crawford-Cambell, a Democrat of Detroit, is a licensed and practicing clinical social worker and a retired social services division administrator for the former Michigan Department of Human Services in Wayne County. Mrs. Crawford-Cambell is appointed to succeed Laura Newsome, whose term expires July 28, 2019, for a term commencing July 29, 2019 and expiring July 28, 2022.
Stephen J. Franko, a Democrat of Vassar, is a retired elementary school teacher from Vassar Public Schools, chairman of the Vassar City Band Board, and member of the City of Vassar Parks and Recreation Commission. Mr. Franko is appointed to succeed John Briggs, whose term expires July 28, 2019, for a term commencing July 29, 2019 and expiring July 28, 2022.
Marshall Greenhut, a Democrat of North Muskegon, is a prototype buyer for ZF Friedrichshafen AG and a former instructor for White Lake Area Community Education. Mr. Greenhut is appointed to succeed
Michael John Sheehan, whose term expires July 28, 2019, for a term commencing July 29, 2019 and expiring July 28, 2022.
Guillermo Z. López, a Democrat of Lansing, is a retired equal opportunity specialist with the City of Lansing and a member of the Lansing School Board. Mr. Lopez is appointed to succeed Joan Ilardo, whose term expires July 28, 2019, for a term commencing July 29, 2019 and expiring July 28, 2022.
The Michigan Commission on Services to the Aging advises the Governor and Legislature on coordination and administration of state programs, changes in federal and state programs, and the nature and magnitude of aging priorities. The Commission also reviews and approves grants made by the Office of Services to the Aging and participates in developing the state plan and budget as required by the federal Older Americans Act of 1965, as amended.

Michigan Board of Behavior Analysts
Deborah Beers, of Sebewaing, is a board-certified assistant behavior analyst (BCaBA) and chief financial officer at Thumb Area Psychological Services, LLC in Cass City. Ms. Beers is appointed to succeed Ian McElfish, who resigned effective April 19, 2019, to represent assistant behavior analysts for a term expiring December 31, 2020.
The Michigan Board of Behavior Analysts was created to assist the Michigan Department of Licensing and Regulatory Affairs with regulating and licensing behavior analysts. Behavior analysts utilize applied behavior analysis interventions, which are based on scientific research and the direct observation of a patient’s behavior and environment.

Board of Boiler Rules
Michael Card, of Auburn, is the president and business agent for Boilermakers Local 169. Mr. Card is appointed to succeed James Lewis, whose term expires June 30, 2019, to represent the general public for a term commencing July 1, 2019 and expiring July 30, 2023.
Ned T. Hawkins, of Kalamazoo, is the corporate quality assurance and quality control director for W. Soule & Company. Mr. Hawkins is appointed to succeed Robert David Hutsell, whose term expires June 30, 2019, to represent organized labor in this state that engages in the erection, fabrication, installation, operation, or repair of boilers, for a term commencing July 1, 2019 and expiring July 30, 2023.
Frank Wimmer, of White Lake, is the vice president of Monarch Welding and Engineering, Inc. Mr. Wimmer is appointed to succeed Lucas Liedel, whose term expires June 30, 2019, to represent mechanical contractors in this state that have experience in the installation, piping, or operation of boilers, for a term commencing July 1, 2019 and expiring July 30, 2023.
The Board of Boiler Rules was created to prescribe uniform rules for boilers; provide for the licensing of boiler inspectors, installers, and repairers; set fees for licenses, permits, inspections, and certificates; and to provide penalties for violation of the act.

Elevator Safety Board
Sally Corbin, of Petoskey, is the founder, CEO, and owner of Union Services Agency. Ms. Corbin is appointed to succeed Mark Smith, whose term expires July 22, 2019, to represent insurance companies authorized to insure elevators in this state for a term commencing July 23, 2019 and expiring July 22, 2023.
Donald J. Purdie, Jr., of Davisburg, is the vice president of the Detroit Elevator Company. Mr. Purdie is appointed to succeed Mark Pawlowski, whose term expires July 22, 2019, to represent manufacturers of elevators used in this state for a term commencing July 23, 2019 and expiring July 22, 2023.
The Elevator Safety Board promulgates rules, prepares examinations, and issues elevator contractor licenses. The Board also conducts hearings to determine whether an elevator contractor license or certificate of competency, or certificate of commission should be suspended or revoked.

Michigan Board of Nursing Home Administrators
Marie T. Patrick, of Ashley, is a nursing home administrator at Holt Senior Care and Rehab Center. Mrs. Patrick is appointed to succeed Jana Broughton, whose term expires June 30, 2019, to represent nursing home administrators for a term commencing July 1, 2019 and expiring June 30, 2023.
The Michigan Board of Nursing Home Administrators was created to license nursing home administrators who plan, organize, direct, and control the total operation of nursing homes on behalf of the governing board or owner of a nursing home. The Board promotes and protects the public’s health, safety, and welfare by ascertaining minimal entry-level competency of nursing home administrators.

State Plumbing Board
Paul R. Kurtzhals, of Wolverine Lake, is a master plumber and project manager with Conti Corporation in Sterling Heights. Mr. Kurtzhals is appointed to succeed Anthony D’Ascenzo, whose term expires June 30, 2019, to represent a licensed master plumber who secures permits and has 10 years of experience as a master plumber for a term commencing July 1, 2019 and expiring July 30, 2022.
The State Plumbing Board’s duties include making recommendations for plumbing code rules, licensing plumbers, and promulgating all orders, rules, and regulations necessary for the enforcement of the provisions of the act.

Michigan Potato Industry Commission
Rebecca Johnson, of Grand Rapids, is the manager of the Chief Wabasis Potato Growers Co-op Association. Ms. Johnson is appointed to succeed Benjamin Sklarczyk, whose term expires July 1, 2019, to represent an at-large member for a term commencing July 2, 2019 and expiring July 1, 2022.
Guthry Laurie, of Caro, is the farm manager for Walther Farms in Cass City. Mr. Laurie is appointed to succeed Kevin Storm, whose term expires July 1, 2019, to represent snack potato industry growers for a term commencing July 2, 2019 and expiring July 1, 2022.
Benjamin Sklarczyk, of Johannesburg, is the CEO of Sklarczyk Seed Farm, LLC. Mr. Sklarczyk is appointed to succeed John Makarewicz, whose term expires July 1, 2019, to represent the seed potato industry for a term commencing July 2, 2019 and expiring July 1, 2022.
Mathew Skogman, of Foster City, is the owner and operator of Skogman Seed Farm. Mr. Skogman is appointed to succeed Ted Hanson, whose term expires July 1, 2019, to represent the seed potato industry for a term commencing July 2, 2019 and expiring July 1, 2022.
Jonathon L. Yoder, of Sturgis, is the vice president of Yoder Family Farms, Inc. Mr. Yoder is appointed to succeed Wayne Leep, whose term expires July 1, 2019, to represent snack potato industry growers for a term commencing July 2, 2019 and expiring July 1, 2022.
Philip Gusmano, of Grosse Pointe Farms, is the vice president of purchasing at Better Made Snack Foods. Mr. Gusmano is reappointed to represent shippers for a term commencing July 2, 2019 and expiring July 1, 2022.
Travis M. Horkey, of Dundee, is a partner with Horkey Brother Farms. Mr. Horkey is reappointed to represent the fresh potato industry for a term commencing July 2, 2019 and expiring July 1, 2022.
Donald W. Kitchen, of Elmira, is the owner and president of Kitchen Farms. Mr. Kitchen is reappointed to represent the fresh potato industry for a term commencing July 2, 2019 and expiring July 1, 2022.
Matt Wilkes, of Rockford, is the director of the Potato Services of Michigan. Mr. Wilkes is reappointed to represent shippers or retailers for a term commencing July 2, 2019 and expiring July 1, 2022.
The Michigan Potato Industry Commission was created to foster and promote an economically viable potato industry in Michigan by providing responsible leadership. The Commission provides leadership and disseminates information to foster the growth and well-being of the potato industry, while representing the interests of the industry at the state, national, and international level.

Michigan Unarmed Combat Commission
Nicholas D. Clark, of Lansing, is the political director for Operating Engineers Local 324. Mr. Clark is reappointed to represent the general public for a term expiring June 5, 2023.
The Michigan Unarmed Combat Commission is the successor to the Michigan Boxing Commission and is responsible for regulating professional boxing and mixed martial arts. The Commission and the Department of Licensing and Regulatory Affairs are vested management, control, and jurisdiction over all professional boxing, professional or amateur mixed martial arts, and unarmed combat contests or events conducted in this state.

Autism Council
Lauren Ringle, of Petoskey, is a special education coordinator for Charlevoix-Emmet Intermediate School District and a former special education teacher. Ms. Ringle is appointed to succeed Rebecca McIntyre, who resigned effective May 18, 2019, to represent school systems, being someone from an intermediate school district, local school district, or a transition coordinator, for a term expiring September 30, 2019.
The Autism Council is charged with overseeing Michigan's Autism Spectrum Disorders (ASD) State Plan. The Council will implement, monitor, and update the Michigan ASD State Plan which will provide for comprehensive, lifespan supports to individuals with ASD and their families through access to information and resources, coordination of services, and implementation of evidence-based practices.
