It was previously scheduled to be held at the Dale Foltz Training Center, Jackson. It will be at 10:30 a.m. at the T-100 Training Center, G. Robert Cotton Correctional Facility, Jackson. The Michigan Parole Board will hold a public hearing on Tuesday, September 21, 2004, to consider the possible parole of Manuel Vela, #224207. Amended Notice.
He was sentenced on May 4, 1992, from Van Buren County. Manuel Vela is serving a sentence for possession of cocaine 650 grams or more.
John S. Rubitschun, Chairman of the Michigan Parole Board, will conduct the hearing under the provisions of the Lifer Law, MCLA 791.234(6).
Under the Lifer Law, those serving life sentences for a crime committed prior to October 1, 1992, other than first-degree murder or certain drug law cases, must serve ten calendar years before the parole board can obtain jurisdiction.
