Senior Deputy Director
Joseph Garcia serves as DIFS’ Senior Deputy Director and is responsible for supervising the Office of Insurance Evaluation, the Office of Appeals, Legal Research, and Market Regulation, and the Office of Innovation and Research. Mr. Garcia also serves as General Counsel and Director of the Office of General Counsel for the Department. Mr. Garcia joined DIFS in 2008 as Chief of Staff and has spent the majority of his career at DIFS within the Office of General Counsel, serving as Deputy General Counsel and most recently as Office Director and General Counsel. Prior to joining DIFS, Mr. Garcia was an attorney in private practice at a law firm in East Lansing specializing in litigation, real estate transactions, and estate planning. Mr. Garcia received his juris doctor from Michigan State University College of Law and his bachelor’s degree from Michigan State University.
