Public Portal Fact Sheet

Overview

The Public Portal is a tool created by the Michigan Department of Civil Rights (MDCR) to modernize our service processes and improve customer service and responsiveness. The online platform allows the public to request and check the status of services such as complaints, Freedom Of Information Act (FOIA) requests, and training. Parties involved in complaint investigations will also be able to submit documents and interact with the investigator.

  • Eligibility: Anyone who requests services from MDCR.
  • Availability: The Public Portal is available 24 hours a day with access from anywhere in the world.
  • Access Methods: The site may be accessed through michigan.gov/mdcr  or directly at https://mdcrpublicportal.powerappsportals.us/en-US/.
  • Cost: The Public Portal is free with no hidden fees.

  • Less MDCR staff time spent on administrative tasks means more time for investigations and direct public assistance.
  • Submission of supporting documents through a digital online portal instead of mail or hand delivery.

 

How to Use the Portal

Step 1: Visit michigan.gov/mdcr and click the Public Portal link, followed by clicking Access the Public Portal on the next page. Links such as File a Complaint or Schedule Training will also take you to the site.

Step 2: If you already have a MiLogin account, click the Sign in link and enter your information. If you do not have a MiLogin, you can click Site How To to learn how to register for an account.

Step 3: The Site How To page has step by step instructions and tutorial videos for using the Public Portal.

Step 4: Please note, MiLogin has separate registration processes for individuals and businesses. The Site How To page also contains the correct links to use.

Frequently Asked Questions (FAQs)

Q: What services are available through the Public Portal?
A: Filing or tracking complaints of discrimination, filing a FOIA request, or requesting training.

Q: What MDCR services are not currently available through the Public Portal?
A: Service animal registration and filing an ADA Title II Grievance.

Q: Can the Public Portal be used by people who speak languages other than English?
A: Yes. The Public Portal can be accessed in Arabic, Bengali, Chinese-Mandarin, and Spanish.

Q: Can I access existing complaints through the Public Portal?
A: Complaints that were not initiated through the Public Portal will not appear automatically. However, you can request that your complaint be linked with the site by emailing MDCR-Portal-Support@michigan.gov

Q: Who can I contact for problems with the Public Portal or other assistance?
A: Issues with the Public Portal can be addressed to MDCR-Portal-Support@michigan.gov for assistance.

Q: I don’t want to use the Public Portal. Is there another way to contact MDCR?
A: Yes. You can call 1-800-482-3604 for assistance.
