Doug Matthews

Doug Matthews of Grand Rapids is the Assistant City Manager for the City of Grand Rapids, overseeing administrative operations, public works and enterprise utility operations for the city. He is a 30-year municipal executive with experience in Florida, Texas and Michigan. In his current role, he has responsibility for both utility and refuse infrastructure and operations, as well as the City’s overall sustainability efforts. This has included the opening of the City’s first municipal biodigester, development of a central composting facility, installation of solar to support municipal water operations and an aggressive and ongoing effort to replace lead service lines in the City’s water infrastructure.
Prior to Grand Rapids, his work was primarily in municipal communications, innovation, community engagement, organizational strategy and technology. He is also on the Board of Directors for nonprofit technology incubator CivStart and the Michigan Municipal Services Authority.
Doug holds a Master of Public Administration from the University of South Florida and is a credentialed manager through the International City & County Managers Association, where he also sits on their ACAO Advisory Committee.
