Reports of Findings and Recommendations:
The Office of the Child Advocate (OCA) is tasked with making recommendations to positively effect change in policy, procedure, and legislation by investigating and reviewing actions of the Michigan Department of Health and Human Services (MDHHS), child placing agencies, or child caring
institutions. The Child Advocate’s Act, Public Act 204 of 1994, also requires the OCA to ensure laws, rules, and policies pertaining to Children’s Protective Services (CPS), Foster Care, and Adoption are being followed.
Pursuant to this act, the Michigan Child Advocate Act, the Child Advocate shall release his or her findings, recommendations, and the agency responses to the public. These reports began being published after October 8, 2020, as required by law.
As a result, the reports published October 2020 through January 2024 are historical documents completed under the Office of Children's Ombudsman.
PLEASE NOTE:
As required under MCL 722.929 as amended the Child Advocate is required to redact confidential information in his or her report of findings and recommendations.
Because of this requirement you may see areas of the report that are blacked out.
