- Call to Order
- Chairperson, Rachael Eubanks called the meeting to order 1:05 p.m.

Let the record show that six (6) Commission members eligible to vote were present, A quorum was present.
- Approval of the Proposed Minutes from the October 26, 2020 Regular City Meeting
- Motion made by Commissioner Kolb and supported by Commissioner Jones to approve the draft minutes of the Commission’s 10/26/2020 City Meeting as presented. The Commission approved the minutes of the City meeting as presented.
- Executive Director’s Report
- Patrick Dostine, Executive Director, informed the meeting that in reviewing the City’s monthly report, ending September 30, 2020, the city continues to pay its debt obligations, remains in compliance, and there is no reason to consider rescinding the waiver at this time.

- Consideration of 2021 Regular Meeting Schedule (FRC School District Resolution 2020-5)
- Motion made by Commissioner Rose and supported by Commissioner Jones to approve the FRC’s 2021 Regular Meeting schedule (FRC City Resolution 2020-5) The Commission approved City’s Resolution 2020-5 as presented.
- Presentation of the FRC’s oversight role during waiver
- Mr. Dostine gave a detailed presentation of the role of Financial Review Commission (FRC) during waiver. The presentation included: why was the FRC formed; necessary conditions for a waiver; the powers and duties of the commission in active oversight; the powers and duties of the commission in waiver; City’s resolution 2018-13, deliverables and reports, how the FRC could go back into active oversight of the City and how the FRC will dissolve. He noted that if the commission waives the requirements of Sections 6 and 7 in Section 8 of the Act each year for 10 consecutive fiscal years, and the plan for adjustment, has expired, the commission is required, by resolution, to dissolve itself.
