Let the record show that Seven (7) Commission members eligible to vote were present, A quorum was present.
- Approval of the Proposed Minutes from the December 13, 2021, Regular City Meeting
- Motion made by commissioner Rose and seconded by commissioner Harkins, to approve the draft minutes of the commission's city meeting as presented. Motion moved and supported; the commission approved the minutes of the above city meeting as presented.
- Executive Director's Report
- Patrick Dostine, Executive Director, informed the meeting that in reviewing the city's monthly report ending November 30, 2021, the city continues to pay its debt obligations, remains in compliance, and there is no reason to consider rescinding the waiver at this time.

- Consideration of the city's request to extend the deadline for timely delivery of the adopted fiscal 2022-2023 budget and 4-year financial plan (FRC Resolution 2022-1)
- FRC's resolution was presented for consideration following presentations from the council President and chief financial officer for the city of Detroit regarding the requested extension of normal timely completion and adoption of the city's 2022-2023 budget and four-year financial plan. The commission considered the concerns expressed and agreed to grant the request for an extension of time from April 30, 2022, to May 7, 2022, to provide the city's adopted fiscal 2022-2023 budget and 4-year financial plan to the commission.
- Motion made to approve the city's request to extend the deadline for timely delivery of the adopted fiscal 2022-2023 budget and 4-year financial plan (FRC city Resolution 2022-1) Motion moved and supported. The commission approved FRC city Resolution 2022-1 as presented.
- Presentation- Role of the FRC in waiver oversight
- Patrick Dostine gave a detailed overview regarding the role of the Financial Review Commission in waiver.(FRC) His presentation included: why the FRC was formed; powers and duties of the FRC during active oversight; powers and duties of the FRC during waiver; the necessary conditions for waiver as outlined in Sec. 8(2) of Act 181 of 2014; waiver recession; the conditions for which the FRC would go back into active oversight of the city and the school district, and the dissolution of the FRC. He addressed questions from the commission.

- Motion made by Commissioner Rising and supported by Commissioner Walsh to adjourn. The Commission approved the motion to adjourn.
