- Approval of Proposed Minutes from the May 18, 2026, Regular City Meeting
- Motion made by commissioner Rose and supported by commissioner Blaskiewicz to approve the draft minutes of the commission’s May 18, 2026, city meeting as presented.
- The commission approved the minutes as presented.
- Executive Director's Report
- Patrick Dostine stated that based upon the city’s monthly financial report for the 10 months ending April 30, 2026, the city continues to remain in compliance with all statute relevant to the waiver status.
- Mr. Dostine reported that the city secured credit rating upgrades from both moody’s and S&P. This is the city’s 12th consecutive year with an upgrade. Moody’s elevated the city’s issuer and general obligation unlimited tax (GOULT) ratings from Baa1 to A3. S&P raised Detroit’s Unlimited Tax General Obligation (UTG)) bond rating from BBB to BBB+, one step below the “A” category. Both assigned a stable outlook.
- Mr. Dostine further presented performance data for the police, fire and general retirement systems. He stated that police and fire through May 31 FY-2 date was 12.2%. General retirement through April 30 FY-2-date was 10.7% and the city made all the necessary contributions to the legacy systems in FY26.
- The budget office brought the FY 2026 Year-End Transfers and Budget Amendments Resolution to the Budget and Finance committee last week. It will be on city council’s agenda tomorrow. PA 2 of 1968, which is the Uniform Budgeting and Accounting Act, prohibits governments from spending more than the appropriated levels and not addressing the occurrences with an amendment. The budget amendment resolution will allow the OCFO to transfer monies within departments and between departments to make these necessary adjustments to be in compliance with the Uniform Budgeting and Accounting Act. The city used to receive a finding every year for expenses exceeding appropriations.

- City’s request to approve granting a waiver per MCL141.1638 (2) (FRC Resolution 2026-02)
- Motion made by commissioner Rose and supported by commissioner Barnwell to approve the City’s waiver request (FRC City Resolution 2026-02) as presented.

- City’s Financial Report for the 10 months ended April 30, 2026 – FYI Only
- staff from the OCFO’s office of the city of Detroit discussed the above-mentioned financial report and addressed questions from the commissioners.
