  1. Call to Order
    1. Madam Deputy Chair, Joyce Parker called the meeting to order at 1:00 p.m.
    2. The meeting was informed that Madam Chair, Rachael Eubanks, for the Detroit Financial Review Commission will not be in attendance at this meeting and Madam Deputy Chair, Joyce Parker will chair the FRC's 6-28-2021 monthly meetings in her absence.
    3. In addition, and for the purpose of the new members of the commission, Deputy Parker noted that in accordance with Public Act 181 of 2014, The Michigan Financial Review Commission Act, MCL 141.1631-141.1643, Joyce A. Parker, Deputy State Treasurer, State and Local Finance, will serve as designee and a member of the Financial Review Commission in the absence of Chairperson Rachael Eubanks, State Treasurer, for the City of Detroit, the Detroit Public Schools and the Detroit Public Schools Community District. Pursuant to Section 5 (5) of the Act, MCL 141.1635 (5), Joyce A. Parker will also serve as Chairperson of the Commission in the absence of Rachel Eubanks, State Treasurer.

Let the record show that 8 Commission members eligible to vote were present. A quorum was  present.

  1. Approval of proposed Minutes from the May 24, 2021, Regular City Meeting
    1. Motion made by commissioner Peterson-Mayberry and supported by commissioner Barnwell to    approve the draft minutes of the commission's May 24, 2021, city meeting as presented. The commission unanimously approved the minutes as presented.
    2. Executive Director's Report
      1. Patrick Dostine stated that based upon the city's monthly financial report for the 10 months ending April 30, 2021, the city continues to remain in compliance with all statute relevant to the waiver status. In addition, the city continues to make it scheduled payments to the retirement protection fund and debt obligations.
      2. Mr. Dostine also noted that the commission convenes today and is taking up for consideration the year -four waiver for the city. Over the course of the year, the city has routinely submitted the reports as memorialized in resolution 2018-13, sec. 3. These monthly, quarterly, and annual reports and data served to inform the commission on statutory benchmarks required by the city, as well as financial, operational, and administrative progress.
      3. The finance and contracts committees were also convened which advantage commission members with additional data and analyses, and opportunities to engage with city staff on matters of finance operations. Sec. 8 of Act 181 sets forth the conditions that, if met, require the FRC to adopt a resolution granting a waiver and noted that the city has met the conditions necessary for a fourth waiver.

    1. Consideration of the City's requests to approve 3 deficit free budgets and compliance with Michigan Financial review Commission's Act per MCL 141.1638 (g) (FRC Resolution 2021-1)
      1. Motion made by commissioner Walsh and supported by commissioner Nicholson to approve the City's 3 deficit free budgets requests and compliance with Michigan Financial Review Commission's Act (FRC City Resolution 2021-1) as presented. Motion moved and supported. The Commission approved City Resolution 2021-1 as presented.
    2. Consideration of the City's requests to approve granting a waiver per MCL 141.1638 (2) (FRC Resolution 2021-2)
      1. Motion made commissioner Rose and supported by commissioner Massaron to approve the City's waiver request (FRC City Resolution 2021-2) as presented. Motion moved and supported. The Commission approved City Resolution 2021-2 as presented.
    3. Review of FRC's certifications with Public Act 181 and Waiver Conditions in PA 181, Section 8 (2)
      1. The Commission reviewed and discussed the above-mentioned certification and waiver conditions.

    1. Motion made by commissioner Walsh and supported by commissioner Nicolson to adjourn. Motion moved and supported; the Commission approved the motion to adjourn.
    2. There being no further business, the meeting adjourned at 1:23 p.m
