1. Call to Order
   1. Madame Chair, Rachael Eubanks called the meeting to order at 1:29 p.m.
2. Roll Call

• Ron Rose

• Dave Massaron – (non-voting on DPSCD matters)

• Nicholai Vitti

Let the record show that Six (6) Commission members eligible to vote on matters relating to DPSCD were present. A quorum was present.

3. Approval of proposed Minutes from the FRC’s October 26, 2020 School District Monthly Meeting
   1. Motion made by Commissioner Kolb and supported by Commissioner Taylor to approve the draft minutes of the Commission’s October 26, 2020 School District Meeting.  The Commission approved the minutes of the October 26, 2020 meeting as presented.
4. Executive Director’s Report
   1. Chelan Burks-Andrews, Executive Director, informed the meeting that in reviewing the Community District’s monthly report, ending September 30, 2020, the Community District continues to pay its debt obligations, remains in compliance, and there is no reason to consider rescinding the waiver at this time.

6. New Business
   1. Memo from Legal Counsel – Frequency of FRC Meetings
      1. The Commission discussed the memo from legal Counsel, and it was agreed that the Commission will continue to meet monthly as required by statue. The Commission also discussed the frequency of convening sub-committee meetings and it was agreed that sub-committee meetings will be held annually in preparation of the one-year waiver extension (December,2021) or as needed.
   2. Consideration of 2021 Regular Meeting Schedule (FRC School District Resolution 2020-24)
      1. Motion made by Commissioner Kolb and supported by Commissioner Walsh to approve the FRC’s 2021 Regular Meeting schedule (FRC School District Resolution 2020-24) The Commission approved School District’s Resolution 2020-24 as presented.

8. Next Meeting Date
   1. School District Regular Meeting: Monday, December 14, 2020, following the City Meeting, beginning no earlier than 1:05 pm, remotely using Microsoft Teams.
9. Adjournment
   1. Motion made by Commissioner Kolb and supported by Commissioner Taylor to adjourn. The Commission approved the motion to adjourn.
   2. There being no further business, the meeting adjourned at 1:46 p.m.
